<br />Hays County rvLup~i\[( <br /> <br />I <br /> <br />uniform floodplain management regulations countywide even if they are only the NFIP <br />minimum requirements. By increasing the county-wide flood insurance policy base there will <br />be fewer floodprone structures that are uninsured. Therefore Action F-] was designated as the <br />highest priority action and Action F-2 was second. The goal is to make communities flood <br />resistant and the benefits for F-l and F-2 are major when compared to minimal cost. <br /> <br />Mitigation Action F-3 (Mitigate low water crossing hazards). This is a minimal cost item of <br />$12,000 for year 1 and $2000 per year maintenance. Saving one life makes this action an <br />excellent investment. <br /> <br />Mitigation Action F-4 (Acquisition or elevation of Repetitive Loss Properties). There is a 25% <br />local share cost associated with HMGP and FMA funding. However there is the possibility that <br />individuals will elevate or flood proof at their own expense once they see the benefits of this <br />mitigation action. Since approval of the Hays County Mitigation Plan as both an all hazards <br />plan and as a flood mitigation plan, funding from these two Federal programs will be available <br />to all participating communities. <br /> <br />I <br /> <br />Mitigation Action F-5 (Higher standards). This is a zero cost for the participating communities <br />and the benefits are very large because new construction and substantial improvements will be <br />elevated above the 100-year (1 % annual chance) flood level, new construction will have higher <br />construction standards to resist damages from tornado, high wind, hail, extreme heat, lightning <br />strikes, expansive soils, and fires. <br /> <br />Mitigation Action F-6 (Improve Flood Warning). This is another mltlgation action where <br />improved flood warning can save lives. Regardless what the cost is this action is a bargain <br />when cost is compared to saving lives. <br /> <br />Mitigation Action F-7 (DFIRMs and HAZUS mapping). The Hays County Flood Insurance <br />Rate Maps should be updated by FEMA as part of the map Modernization Initiative. The cost <br />for the flood insurance study is 100% Federal however FEMA encourages communities to cost <br />share in the effort. HAZUS mapping is a FEMA effort and information posted on <br />www.fema.gov. Up-to-date floodplain mapping is mandatory for a sound floodplain <br />management program. This mitigation action has major benefits for both existing and new <br />construction with minimal cost by participating communities. <br /> <br />Mitigation Actions F-8 (Improved training for floodplain administrators) and F-9 (Increased <br />participation in CRS) have major benefits with minimal local cost. Better trained floodplain <br />administrators administer better floodplain management programs that create the opportunity <br />for the community to participate in the CRS Program. Not only will the community become <br />more flood resistant, there will be a reduction in flood insurance premiums when the <br />community enters the CRS Program. Overall, these mitigation actions reduce losses, reduce <br />flood insurance premiums and one could say makes the community money. <br /> <br />I <br /> <br />Mitigation Actions E-l through E-6 are all emergency preparedness actions. The Hays County <br />Mitigation Plan included emergency manager actions from all participating communities.
