The emergency preparedness actions are independent although <br />justified where better warning, communication systems, and increased staff are needed to carry <br />out the HAZMAP (E-5) and become Storm Ready (E-6). This action has major benefits with the <br />possibility that the funding may be provided by TxDOT and others. Mitigation Action H-2 (see <br />E-5 - Development of and maintenance' of countywide and individual community HAZMAP <br />Plans) assists all communities within Hays County to become eligible for future HMGP <br />funding. <br /> <br />Mitigation Action T- 1 (Safe Rooms). This action has the possibility of HMGP funding with the I <br />local share being 25%. However if safe rooms are constructed as part of new school facilities, <br />the cost would be part of the educational budget. This action has the potentia] of saving lives <br />therefore the benefit cost analysis goes in favor of the benefit because saving one life would be <br />worth the cost. <br /> <br />Mitigation Action T-2 (Building Code Improvements) This action has zero cost by <br />participating communities and the benefits for new construction are major. Building code <br />improvements ensure that new construction (buildings and infrastructure) can be more resistant <br />to damage from a wide range of hazards. <br /> <br />Mitigation Actions D- 1 and D-2 (Drought Reduction Measures and water system <br />improvements) addresses a state wide problem as populations increase and water supplies <br />decrease. Mitigation Action D-2 has a very high cost ($4,720M for Region L) however the <br />need for these actions is increasing annually. Since this is a state-wide problem the solution <br />will be regional at a minimum. Hays County and participating communities recognize this <br />problem and initiation of Mitigation Action D- 1 is a minimum first start with costs low and <br />benefits high. <br /> <br />Mitigation Action Heat- 1 addresses Extreme Heat Hazard. Elderly, disabled, infants, and lower <br />income persons are considered to be at risk during prolonged extreme heat periods. The I <br />inability of individuals to purchase, maintain and pay high energy costs for air conditioning <br />systems and fans can place individuals at health risk.
