In the event of a presidential declared disaster, federal financial assistance
is not available in areas that have been designated as Special Flood Hazard Areas (Zones A,
AE, AH and AO) in communities that are not participating in the NFIP.

This Action Item is for the four (4) Hays County non-participating communities to reconsider
the benefits of the NFIP, adopt the required flood damage prevention ordinance, and submit an
application to FEMA to enroll in the NFIP. The Texas Commission on Environmental Quality
(TCEQ), State Coordinator for the NFIP in Texas, and the Texas Floodplain Management
Association (TFMA) can provide assistance to Hays County communities that wish to join the
NFIP.

Responsibility:

City of Hays
City of Mountain City
City of Niederwald
Township of Uhland
Hays County Mitigation Planning Committee
Texas Commission on Environmental Quality (TCEQ)
Texas Floodplain Management Association (TFMA)

Cost:

Staff Time under current budgets

I

Funding Sources:

Not Required

Timing:

2006-2007

Beneficiary:

Each community that submits an application and enrolls in the NFIP

F-2. Reduce flood losses and increase flood insurance coverage in Hays County

Based on NFIP flood insurance policies and claims data, there are 881 flood insurance policies
in force in Hays County with $1 15M in coverage. There have been 554 paid flood insurance
claims for a total of $6.5M and 55 possible substantial damage claims (claims that exceed 50%
of structure value) in Hays County.

This Action Item includes hosting a Flood Insurance Workshop by the NFIP Regional
Coordinator. Local community floodplain managers, insurance agents, developers,
homeowners and the general public can be invited. The purpose of the workshop is to inform
attendees that flood insurance is available for all structures located in communities that
participate in the NFIP and that flood insurance policies protect against losses both for
structures and contents. The City of San Marcos has been designated as the Responsible
Community to host FEMA and NFIP workshops because they are the only CRS community in
Hays County and have the largest community population.

I

Responsibility:

FEMA Region VI
NFIP Regional Office
City of San Marcos (lead community to host NFIP workshop)

Hays County, Texas
Mitigation Plan

120
