Develop DFIRM's and HAZUS Mapping in Hays County <br /> <br />The City of San Marcos would be an ideal candidate to join other communities and agencies <br />such as the Lower Colorado River Authority (LCRA), the Harris County Flood Control District <br />and the Cities of Grand Prairie, Corsican a, and Austin to become a Cooperative Technical <br />Partner (CTP) with FEMA. The primary goal of the CTP program is to develop digital flood <br />insurance rate maps (DFIRM's) to comply with FEMA's Map Modernization Initiative. <br />Federal funding for a five-year effort beginning in FY 2003, has been designated for FEMA's <br />DFIRM and CTP efforts. <br /> <br />As documented by the Hays County Map Needs Assessment submitted to FEMA, the current <br />FIRM's within Hays County are out of date, do not meet FEMA's digital mapping criteria, and <br />lack technical data such as base flood elevations and floodway delineations needed to regulate <br />floodplain development. An updated countywide flood insurance study is badly needed to <br />provide current floodplain management information for Hays County and each incorporated <br />community within the county. As a CTP, the City of San Marcos could establish study <br />priorities and assist FEMA with program management for the countywide flood insurance <br />study effort and assist with future maintenance of DFIRM (mapping) and hydrologic and <br />hydraulic computer models. <br /> <br />I <br /> <br />The new DFIRMs developed as part of the flood insurance study effort will also produce the <br />flood element for HAZUS (Hazards United States - FEMA's National Standard Hazard <br />Methodology and Software) mapping for the Mitigation Action Plans for each community in <br />Hays County. Since the City of San Marcos already has GIS capabilities, they would be the <br />ideal HAZUS technical resource for Hays County and the individual communities to use to <br />conduct annual reviews and update of hazard mitigation plans. The HAZUS products <br />maintained by the City of San Marcos can be updated periodically and be made available to <br />Hays County and each community for annual HAZMAP Plan reviews and for the required five <br />year HAZMAP update. <br /> <br />Hays County can capitalize on the ongoing FEMA Travis County and Comal County Flood <br />Insurance Studies and the U.S. Army Corps of Engineers Onion Creek Federal Flood <br />Protection Project and assist FEMA in developing DFIRM's (Digital Flood Insurance Rate <br />Maps) in the Onion Creek and other watershed in Hays County. <br /> <br />Responsibility: <br /> <br />City of San Marcos <br /> <br />Cost: <br /> <br />Staff Time under current budgets <br />Current studies and mapping may qualify as local cost share to give <br />Hays County a higher priOIity for a FEMA funded flood insurance study <br /> <br />Funding Sources: <br /> <br />FEMA funded Flood Insurance Study <br />FEMA CTP funding <br />USACOE Onion Creek Federal Flood Protection Project <br /> <br />I <br /> <br />Timing: <br /> <br />Dependent on FEMA Budget - Target is 2006-2007 <br /> <br />Ha)'s County, Texas <br />Miligation Plan <br /> <br />128 <br />
