E-3. Increase Staff in City of San Marcos and Hays County OEM

Hays County, the City of San Marcos and other communities in the County, have additional
emergency operations responsibilities as a result of initiatives by the Department of Homeland
Security, the Federal Emergency Management Agency and the Governor's Division of
Emergency Management following the "9 - 1 I" (2001) Disaster and the Disaster Mitigation
Act of 2000. Additional staff is needed in the Office of Emergency Management for both Hays
County and the City of San Marcos to meet these needs.

Responsibility:

Hays County
City of San Marcos

Cost:

$] 00,000 per year salary and equipment - Hays County
$ 1 00,000 per year salary and equipment - City of San Marcos

Funding Sources:

US Department of Homeland Security
Governor's Division of Emergency Management
Hays County (local match)
City of San Marcos (local match)

Timing:

Phased over 5 years (2006-20] 0)

Beneficiary:

Countywide

E-4. InstaH Reverse 911 Emergency Warning System

This Action Item is a subset to mitigation action E-2, "Improve Emergency Communication
Systems" and the Hays County 9] 1 System. As part of the proposed mitigation action E-2
survey of emergency communication systems in Hays County, the City of San Marcos and
other communities, an evaluation should be conducted to detennine the feasibility of installing
a Hays County (countywide) Reverse 9] 1 System. The evaluation should identify flood-prone
or "at risk" structures that should be notified and possibly evacuated when flooding is eminent.
By identifying structures and phone numbers, a Reverse 911 database could be created. The
Hays County 91 1 System and Hays County Fire Marshal's Office working with the City of San
Marcos Office of Emergency Management, the National Weather Service (NWS), and law
enforcement agencies, could issue Emergency Warnings via the Reverse 91] System.

Responsibility:

Hays County (co-lead with City of San Marcos)
City of San Marcos (co lead with Hays County)

Cost:

Survey Cost funded by Mitigation Action E-2
$60,000 estimated equipment cost
$5,000 estimated cost for annual maintenance and training

Funding Sources:

Capital Area Planning Council (CAPCO)
TxDEM

Hays County, Texas
Mitigation Plan

133

I

I

I
