<br />I <br /> <br />2.3.1 FEMA's Map Modernization Initiative <br /> <br />Several important events occurred in the period from 1995 to 2002 that led to a FEMA Map <br />Modernization Initiative to update flood insurance studies and develop digital flood hazard <br />mapping nationwide over a proposed five-year time frame. The Map Modernization Study <br />completed in 2000 by the Technical Mapping Advisory Council recommended a multi-year <br />national mapping program to update approximately 100,000 flood insurance map panels across <br />the nation. <br /> <br />The FY 2003 FEMA budget included funding to initiate the national mapping goals established <br />by the Office of Management and Budget (OMB). The OMB's National Mapping priorities for <br />updating flood insurance maps are: <br /> <br />1. Reduce the average map age from 14 years to 6 years <br />2. Study 15% of the Nation's highest priority communities. <br />3. Study 50% of the unmapped communities. <br />4. Provide opportunities for communities to cost share in the mapping effort with a <br />goal of 20% local cost share. <br /> <br />2.3.2 CTP Program <br /> <br />I <br /> <br />Currently the Lower Colorado River Authority (LCRA), San Antonio River Authority <br />(SARA), Hams County Flood Control District (HCFCD), and various cities including the <br />cities of Austin and San Antonio, hav~ executed agreements with the Federal Emergency <br />Management Agency (FEMA) to become a Cooperative Technical Partner (CTP). The CTP <br />program is an initiative by FEMA to increase local involvement and ownership of the flood <br />mapping process. <br /> <br />A flood insurance study for Bastrop County is nearing completion and will be the first <br />countywide DFIRM effort to be completed near Hays County. Utilization of FEMA's CTP <br />program is one of the Hays County Mitigation Plan Action Items described in Section 6.0 of <br />this Plan. <br /> <br />2.3.3 Texas and National Mapping Plans <br /> <br />During the summer of 2002, FEMA, assisted by the Texas Commission on Environmental <br />Quality (formerly Texas Natural Resource Conservation Commission), prepared the Map <br />Modernization Plan for Texas (i.e. the Texas Mapping Plan) that became part of FEMA's <br />National Mapping Plan. The Texas Mapping Plan was prepared following OMB's criteria, <br />utilizing FEMA's Map Needs Update Support System (MNUSS) Database, and included an <br />analysis of "County-by-county Based" data such as: <br /> <br />I <br /> <br />1. Population growth from 1990 to 2000 <br />2. Average Panel Age (within the county) <br />3. LOMC Activity (Letters of Map Change) <br />4. Proximity to Large Population Centers <br /> <br />Hays counly and Incorporaled Areas, Texas <br />Miligalion Plan <br />50 <br />
