MNUSS Database <br /> <br />I <br /> <br />Based on the requirements of the Government Performance Resource Act (GPRA), Weighted <br />Scores were prepared for the 254 Texas Counties ranging from 64.28 down to 0.70. Appendix "A" of the MHIP included a Detailed Production Report listing all <br />proposed county-wide mapping efforts with projection of sequencing and funding by fiscal <br />year. Unfortunately Hays County is listed on page A-60 as "no proposed study effort planned". <br />Both Hays County and the City of San Marcos have submitted requests to FEMA to update the <br />Hays County Flood Insurance Study and FIRM's, however on September 2, 2005 FEMA <br />published a new Flood Insurance Study and revised FIRMs for H~ys County based on a simple <br />datum conversion from NGVD to NA VD 1988. Since the datum conversion was less than 0.5 <br />feet there were no changes to the Hays County BFE's, flood profiles, floodway data tables or <br />floodway and floodplain boundaries on the Hays County FIRMs. There is no record of any <br />correspondence between FEMA and Hays County regarding the remapping effort prior to <br />publication of the new Flood Insurance Study and FIRMs. The Texas Floodplain Management <br />Association submitted a letter to FEMA in January 2005 requesting that Hays County receive a <br />detailed flood insurance study effort similar to FEMA's effort to restudy Harris County <br />following Tropical Storm Allison. As of May 2005 FEMA had not responded to TFMA's <br />request to restudy Hays County. <br /> <br />2.3.4 Community Assistance Visits (CA V) <br /> <br />On April 25, 2003, the City of San Marcos received a Community Assistance Visit (CA V) <br />from the Texas Commission on Environmental Quality (TCEQ), State Coordinator for the <br />NFIP. The purpose of the CA V was to evaluate the City of San Marcos Floodplain <br />Management Program and to provide technical assistance related to the NFIP.
