<br />I <br /> <br />Hays County Mitigation Plan <br />Executive Summary <br /> <br />In February 2003, the Hays County Commissioners Court approved procedures for preparation <br />of the Hays County Mitigation Plan that includes Hays County and all eleven (11) incorporated <br />communities. The Hays County Commissioners Court selected Halff Associates, Inc. to act as <br />planning consultants for the project. The consultants were tasked with assisting in the <br />preparation of the countywide Mitigation Plan document to include the following <br />communities: <br /> <br />I <br /> <br />. Hays County (unincorporated) <br />. Village of Bear Creek <br />. City of Buda <br />. City of Dripping Springs <br />. City of Hays <br />. City of Kyle <br />. City of Mountain City <br />. City of Niederwald <br />. City of San Marcos <br />. Township of Uhland <br />. Village of Wimberley <br />. City of W oodcreek <br /> <br />Hays County and Incorporated Areas are vulnerable to several natural and technological <br />hazards. In order to address the hazards faced, Hays County prepared the 2001 Hays County <br />Emergency Management Plan. The Mitigation Plan will complement the current Emergency <br />Management Plan. Additionally, the floodplain mitigation portion of the plan can be utilized <br />for Community Rating System (CRS) purposes by Hays County and individual communities. <br /> <br />Mitigation is characterized as a long-term, on-going process. This plan seeks to address all <br />hazards within the County. It provides general guidance related to hazards within the County <br />and incorporated communities as well as providing an overview of the mitigation efforts <br />undertaken by the County and participating communities. In addition, the plan identifies <br />potential problematic conditions and outlines corrective actions that the County and <br />participating communities can undertake to remedy the identified problems. Planning and <br />implementation actions are identified that are applicable to both pre-incident and post-incident <br />situations. <br /> <br />I <br /> <br />The Mitigation Plan is more than just another planning document. It is a dynamic record of <br />each community's recognition of its vulnerability to hazards, determination of the risks <br />associated with hazard effects, and commitment to reducing the long-term consequences of <br />flood hazards. The mitigation plan outlines mitigation goals within Hays County and each <br />community, identifies risk reduction strategies for hazards that threaten the area, and discusses <br />the ongoing risk reduction activities undertaken within each jurisdiction.
