Products such as ethane, natural gas, crude <br />oil, gasoline, ethylene, propane, methane, and propylene are carried through pipelines I <br />throughout the county. Pipelines pose the hazard of explosion, fire, toxic release and <br />contamination. A map illustrating the locations of pipelines within the community is contained <br />in the Hays County Emergency Management Plan (Annex Q - Hazardous Materials). Road <br />transportation of hazardous cargo occurs along the following routes: IH-35, US 290, FM 12, <br />FM 32, FM 150, FM 967, FM 2325, FM 3237 and FM 1826. <br /> <br />HAZMA T Zones in Hays County are delineated on Figure 2.12.1, HAZMA T Zones Sector 2- <br />Kyle/Buda, and Figure 2.12.2 HAZMA T Zones Sector 3 - San Marcos. These figures illustrate <br />the HAZMA T Zone along the IH-35 corridor and identify community boundaries, major <br />roadways and critical facilities within the 1 mile, 2 mile, and 5 mile buffer from the centerline <br />of the HAZMA T Zone. All major roadways and rail routes are impacted along with a major <br />portion of the Hays County population. <br /> <br />Hays County communities adjacent to the IH-35 corridor are considered to have the greatest <br />exposure to a HAZMAT incident. These communities are: <br /> <br />City of San Marcos <br />City of Kyle <br />City of Buda <br />City of Mountain City <br />City of Hays <br /> <br />Hays County and the City of San Marcos do not have a hazardous materials squad capable of <br />containing a large hazardous materials spill. The fire departments are equipped with basic <br />personal protective equipment and limited supplies for hazardous materials incidents. The <br />County and various cities partner to regulate facilities/hazardous materials transportation <br />companies and to augment resourc.es in the event of a hazardous materials incident. In the <br />event of an incident, the regulated facility/hazardous materials transportation company is <br />responsible for the following actions: timely notification of the incident to local officials and <br />other agencies as required by state and federal law; to provide accident assessment information <br />to local emergency responders; recommend to local responders mechanisms for containing the <br />release and protecting the public; emergency response as outlined in company or facility <br />emergency plans to minimize the consequences of a release; assist local responders as outlined <br />in mutual aid agreements; provide follow-up status reports on an incident until it is resolved; <br />and to clean up or arrange for the cleanup of HAZMA T spills for which the company is <br />responsible. <br /> <br />Hays County is bisected by IH-35 which is a Department of Energy designated north-south <br />transportation route for radioactive materials thereby creating another hazard possibility. <br /> <br />I <br /> <br />Based on the TCEQ website, www.tceq.state.tx.us. the only identified EPA Superfund Site in <br />Hays County is the Hwy 123 (SH-]23) PCE (poly chlorinated ethylene) plume, designated as I <br />EPA ID# TXOOOl576370 and classified as "Evaluation Underway".
