The groundwater plume has been documented to <br />extend from the intersection of Hwy 123 and IH-35 access road toward Willow Springs Creek. <br />The groundwater emerges through springs that flow into Willow Springs Creek, which is a <br />tributary of the San Marcos River. The media affected is groundwater and soil and the affected <br />springs are located on privately-owned land, currently used for grazing cattle. Due to the <br />groundwater flow characteristics of the Hays County area, hazardous material incidents cause <br />major concern because the affected area may extend a considerable down gradient distance for <br />the incident site. <br /> <br />The Capital Area Council of Governments (CAPCO) conducts transportation planning <br />throughout the planning area that includes Hays County. CAPCO provides staff support to the <br />Capital Area Regional Transportation Planning Organization (CARTPO). CARTPO was <br />originally created as a response to TEA-2l legislation, which called for state departments of <br />transportation to work with officials in non-metropolitan areas when making transportation <br />planning and programming decisions. Some states recognize Regional Planning Organizations <br />(RPOs) as direct counterparts to Metropolitan Planning Organizations, while others, including <br />Texas, see RPOs primarily as a forum for communications between state transportation <br />agencies and local non-metropolitan governments. CARTPO addresses policy and legislative <br />issues, researches trends in all modes of transportation, and provides a vehicle for advocacy of <br />projects in behalf of local governments.
