Based on NFIP records since 1978, there have been 55
substantial damage (flood insurance) claims in Hays County. A substantial damage claim is a
claim that exceeds 50% of the structural value of the insured property or building.

3.3 Plan and Procedures for Warning and Evacuation

Interstate Highway 35 (lH-35) is the primary north-south evacuation route for the Texas Gulf
Coast and the Texas Hill Country. IH-35 connects to east-west evacuation routes (ill-20 and
IH-30) in the Dallas-Fort Worth area. The need to evacuate Hays County is highly unlikely;
however, in the event of a national disaster there would be direction provided by the
Governor's Office, the Governor's Division of Emergency Management and the Texas
Department of Transportation as recently experienced in the mass evacuation during Hurricane
Rita. In the event of a transportation accident or HAZMA T incident along the IH-35 corridor in
hays County, there could be an evacuation and rerouting of IH-35 traffic to the east and west
out of Hays County.

3.4 Critical Facilities

Critical facilities in Hays County were identified by the Hays County Mitigation Planning I
Committee and located on Figures 2.] through 2.4. Due to the confidentiality of "Critical
Facility" infornlation, the listing of Critical Facilities and Hays County GIS mapping locating
them, is included in Plan Attachment "C" which is not intended for public release.
