The risk assessment <br />data for "Critical facilities" for each hazard is described in the Risk Assessment and <br />Vulnerability Worksheets included in Attachment "D". <br /> <br />3.5 Wetlands, Riparian Areas, and Sensitive Areas <br /> <br />Areas adjacent to lakes and streams are often identified as wetlands and riparian areas and are <br />subject to Federal and State law, Section 404. Wetland permits are required by the U.S. Army <br />Corps of Engineers and wildlife habitat protection requirements. The San Marcos River is a <br />critical habitat for several endangered species that only exist in this environment. Aquarena <br />Center and internationally renowned Aquarena Springs located in the City of San Marcos <br />contain numerous wetland areas. Following the October 1998 Flood, the Natural Resource <br />Conservation Service (NRCS) initiated a debris removal and stream restoration project on the <br />Blanco and Little BIanco Rivers in Hays County. This project was environmentally sensitive <br />and special construction techniques were utilized to minimize damage to recharge zones. Ms. <br />Dianne Wassenich represented the San Marcos River Foundation as an active member of the <br />Hays County Mitigation Planning Committee. <br /> <br />3.6 Capital Improvement Program (CIP) <br /> <br />I <br /> <br />The City of San Marcos is the only community in Hays County that has formally adopted a <br />Capital Improvement Program (CIP). The City of San Marcos Capital Improvement Program <br />includes twelve (12) drainage improvement projects and thirty one (31) street improvement <br />projects to be funded by revenue bonds, drainage utility fees, Texas State University (TSU) <br />funding and TxDOT funding. These projects are planned for FY 2003 (including projects <br />already underway) to FY 20] O. Several drainage improvement projects will mitigate flood <br />problems and reduce future flood losses. Several street improvement projects include utility <br />improvements that will increase the capability to fight fires (improved water distribution <br />systems) and improve drainage in existing flood prone areas. <br /> <br />The City of San Marcos posted the 2004 Annual Report on the city website www.san- <br />marcos.tx.US describing each proposed improvement in the latest Capital Improvement <br />Program (CIP). <br /> <br />Hays County and participating commullltles, upon formal adoption of the Hays County <br />Mitigation Plan, will be assisted by the Mitigation Planning Committee to incorporate <br />proposed mitigations actions into planning mechanisms such as: <br /> <br />I <br /> <br />Annual budgets for design and construction of projects, <br />Comprehensive master plans, <br />Drainage master plans, <br />CIP projects such as those identified by the City of San Marcos, <br />Flood Mitigation Assistance Plans (TWDB), <br />Flood Protection Planning projects (TWDB), <br /> <br />Hays Count)', Texas <br />Miligation Plan <br /> <br />98 <br />
