General Land Office.

7. The City Council wishes to reaffirm its opposition to the purchase of real property
by the GLO for the purpose of leasing for private development without notice to or consent of
local taxing entities, and the City Council wishes to urge the Texas Municipal League to support
legislation that would require the GLO to notify and secure the consent of local taxing entities
before the GLO leases state-owned land for private development.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
TEXAS:

PART 1. The City of San Marcos reaffirms its opposition to the purchase of real
property by the GLO for the purpose of leasing for private development, and the City of San
Marcos strongly believes that local taxing entities must have a voice in decisions made by the
GLO to substantially remove properties from the City's tax roll by leasing the properties for
private development.

PART 2. The City of San Marcos urges the Texas Municipal League to support
legislation that would a) require the GLO to notify and secure the consent of local taxing entities
before the GLO leases state-owned land for private commercial development, and b) require
compliance with all applicable city regulations in the development of state-owned land leased for
private commercial development.

PART 3. The City staff is directed to provide a copy of this resolution to the Texas
Municipal League and to the General Land Office.

PART 4.
