c) Travel Demand Model Runs with reported performance measures for future year <br />travel based on two alternative growth scenarios. <br />d) Comparative analysis of alternative growth scenarios in terms of selected <br />performance measures for use in the planning design rodeo. <br />1.3 TASK 3 — CURRENT CONDITIONS ANALYSIS <br />The Consultant will: <br />1.3.1 In order to form a context for and common understanding of the transportation systems as <br />the City's Comprehensive Master Plan Update Project begins, develop a Current Conditions <br />Analysis from a variety of existing sources of data including: <br />a) Current City of San Marcos and Hays County Transportation Plans; <br />b) Texas Department of Transportation; <br />c) Capital Area Metropolitan Planning Organization; <br />d) The Capital Area Rural Transportation System (CARTS); <br />e) The Capital Area Council of Government (CAPCOG); and <br />f) Geographic Information System data. <br />1.3.2 Include in the Current Conditions Analysis, in text and graphic form: <br />a) A description of the existing roadway network including the number of lanes and <br />functional class. <br />b) A description of the VMT, total and per capita, as generated from the CAMPO Travel <br />Demand Model. <br />c) A description of existing and forecasted traffic conditions as generated from the <br />CAMPO Travel Demand Model. <br />d) A description of existing transit facilities and services including general descriptions <br />of ridership and service levels. <br />e) A description of existing bicycle and pedestrian facilities. <br />f) A description of planned and funded transportation improvement including those <br />funded through CAMPO, Hays County and the City. <br />g) A description of the number and condition of bridges. <br />h) A description of rail facilities, including the number of crossings, class of track, level <br />of usage, and defined improvement need. <br />1.3.3 Incorporate information such as origin and destination analysis, ridership survey, and <br />route analysis which will be provided by the City under Section 2.1 of this Agreement. <br />1.3.4 Deliver to the City a technical report in both PDF and a modifiable digital format <br />acceptable to the City such as Word documenting all of the above with supporting graphics that <br />will also serve as exhibits at the design rodeo. This technical report will consist of one or more <br />maps along with associated measurables such as VMT and LOS in tables and charts in a <br />Parsons Brinckerhoff — Comp Plan 2012 <br />4 <br />
