The Council returned into regular session at approximately 7:08 p.m. Council provided direction <br />to Staff to move contact the property owners of the Cape's Camp property, to obtain copies of <br />the appraisal, and to offer the Leah Tract as a sale or trade. <br />5. Receive a presentation regarding the proposed Gas Lamp District Zoning and Public <br />Improvement District, and provide direction to Staff. <br />Matthew Lewis, Director of Planning and Development Services, Alexa Knight with the Walton <br />Group, and Linda Huff, Director of Engineering provided an overview presentation of the future <br />Gas Lamp District project located at South Old Bastrop Hwy and Centerpoint Rd. <br />6. Invocation <br />A moment of silence was observed. <br />7. Pledges of Allegiance - United States and Texas <br />Council Member Scott led the assembly in the United States Pledge and Council Member Becak <br />led the assembly in the Texas Pledge. <br />8. 30 Minute Citizen Comment Period <br />Jaimy Breihn, 134 E. Hillcrest, addressed the Council regarding TCEQ funding and TxState <br />entering into a water quality plan. He continued by providing the goals of this study and <br />watershed protection plan. He addressed urbanization and how it harms the water quality and the <br />watershed. <br />Jay Heibert, 209 W. Sierra Circle, addressed the council regarding the San Marcos Voice's <br />support of the acquisition of the property near the Stokes Park and the Sessom Canyon, and that <br />the property would be best used as park land. <br />Camille S. Phillips, PO Box 624, addressed the council regarding the possible land acquisition <br />around Stokes Park and her support of it, and also spoke regarding preventing falls and the <br />upcoming course August 9, on Thursdays 1 -3 at Mariposa Apartments. <br />Gaylord Bose, 1926 Nevada, addressed the Council regarding approving the contract for the <br />downtown redevelopment phase 1, and that this would be a great thing for the revitalization of <br />the downtown area. <br />Angie Ramirez, 612 Barbara Dr, neighborhood rep of Blanco Gardens spoke in support of the <br />acquisition of the land out by Stokes Park and that she would like them to understand how <br />invested the citizens are in this idea and she would appreciate the council's support. <br />Jim Kemmel, 110 Norcrest Drive, addressed the Council regarding the book that he wrote a few <br />years ago and how the river has served as the community's livelihood and its value. He spoke in <br />support of the acquisition of the land by Stokes Park and how it would boost the Economy in that <br />area. <br />
