The Council adjourned into Executive Session I <br />at 6:05 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 6:57 p.m. <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction regarding development incentives efforts in the <br />IH35/McCarty Lane area and Hotel Conference Center. He stated the Council <br />also provided directions regarding the City Clerk and City Attorney <br />positions. <br /> <br />Mayor Narvaiz introduced Troop 112 to lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Teya Rosenberg <br />stated she wished to speak on Item 33, discussion regarding the Hughson <br />Heights Diverters. She stated before the diverters were installed, the <br />volume of cars, the speed and the noise were disruptive. She stated they <br />worried about safety of pets and children. She also encouraged the Council <br />to not remove the diverters. 2) Sean Nighbert stated he wished to speak on <br />Item 33, discussion regarding the Hughson Heights Diverters. She stated <br />before the diverters there were at least 500 cars driving by her house i <br />everyday and pets were not safe. She stated now families are able to enjo <br />their yards and children can ride their bikes safely on the street. She <br />encouraged the Council to leave the diverters. 3) David Sladek stated he <br />wished to speak on Item 33, discussion regarding the Hughson Heights <br />Diverters. He encouraged the Council to remove the diverters. He stated <br />he feels the light improvements at Craddock and RR12 have worked well. 4) <br />Ed Davis stated he wished to speak on Item 33, discussion regarding the <br />Hughson Heights Diverters. He encouraged the Council to help with the <br />safety of this road. He stated the residents of this area have to deal <br />with speeders, drunk drivers, and reckless drivers. 5) Kenneth Dees stated <br />he wished to speak on Item 33, discussion regarding traffic problems. He <br />stated he is a resident of Highland Hills and the University Students are <br />parking on streets, which creates problems with mail delivery, trash <br />service and street sweepers' service. He encouraged the Council to <br />consider adoption of an Ordinance to allow parking in neighborhoods for <br />residents and guests only. 6) Donna Dees stated he wished to speak on Item <br />33, discussion regarding traffic problems. She stated she agrees with <br />Kenneth Dees and feels neighborhoods should not have to plead for <br />neighborhood safety. 7) Karen Jennings stated she wished to speak on Item <br />33, discussion regarding the Hughson Heights Diverters. She encouraged the <br />Council to not remove the diverters in Hughson Heights. She stated this I <br />neighborhood has narrow streets, no sidewalks and the homes are built too <br />close to the streets. 8) Irene Hindson stated she wished to speak on Item <br />33, discussion regarding traffic problems. She stated the student parking <br />in neighborhoods around the University has gotten worse. She stated the <br />
