178. <br />Regular Meeting April 14, 2003 Page 10 <br /> <br />Mayor Pro-Tem Mayhew introduced for consideration Item 20 removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RELEASE OF A UTILITY EASEMENT IN THE FORi~ER PECAN <br />STREET RIGHT-OF-WAY BETWEEN SESSOM DRIVE AND LIVE OAK STREET TO <br />SOUTHWEST TEXAS STATE UNIVERSITY; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE A RELEASE; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved to reconsider the Ordinance on second reading and Mr. <br />Taylor seconded the motion. Mr. Mayhew stated Mayor Habingreither and Mr. <br />Mihalkanin inadvertently voted on the second reading and should have <br />abstained from voting at the March 24, 2003 Meeting. He also stated the <br />Council needs to reconsider the second reading. On roll call the following <br />vote was recorded. <br /> <br />AYE: Montoya, Narvaiz, Taylor and Mayhew. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Habingreither and Mihalkanin (disclosure affidavits-business <br /> entity filed with City Clerk). <br /> <br />Mr. Taylor then moved for approval of the Ordinance on second reading and <br />Ms. Narvaiz seconded the motion. On roll call the following vote was <br />recorded. <br /> <br />AYE: <br /> <br />Montoya, Narvaiz, Taylor and Mayhew. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Habingreither and Mihalkanin (disclosure affidavits-business <br /> entity filed with City Clerk). <br /> <br />Mr. Mayhew announced the third and final reading of this Ordinance will be <br />held April 28, 2003. <br /> <br />Mayor Habingreither introduced for consideration Item 21 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXPRESSING THE CITY'S SUPPORT FOR A STATE AIRPORT FOR CENTRAL TEXAS <br />IN SAN MARCOS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution and Mr. Mayhew seconded <br />the motion. Mr. Taylor stated he has received several comments regarding <br />this Resolution. Mr. O'Leary stated the Texas Department of <br />Transportation last year hired a consultant to look for sites for a State <br /> <br /> <br />
