She feels freedom of speech is the <br />heart of democracy. 5) Karen Brown encouraged the Council to adopt a <br />Resolution condemning the cutting of Veterans' benefits. She also <br />encouraged the Council to take action to support the families who have <br />members serving in the war. She encouraged the Council to adopt a <br />different process for the Citizen Comment Period. She feels the Council <br />should hold Town Meetings instead. 6) Lamar Hankins stated he is opposed <br />to the war in Iraq and feels the 3-minute Citizen Comment Period is a type <br />of suppression to freedom of speech. 7) Richard Gachot stated he wished <br />to speak on Item 18, an Ordinance amending the Historic Preservation <br />Ordinance to include the Dunbar Historic District. He encouraged the <br />Council to pass this Ordinance. <br /> <br />Mayor Habingreither introduced the Staff Report. 1) Mr. O'Leary presented <br />the Council with a copy of a fiscal report. 2) Mr. O'Leary stated the <br />Downtown Parking Advisory Committee polled the downtown businesses <br />regarding the best use of the parking lot the City is leasing from <br />Southwest Texas State University. The Downtown Parking Advisory Committee <br />recommended the Council raise the parking fees. 3) Mr. 0'Leary stated <br />Staff is still collecting names of citizens who are serving in the Iraqi <br />conflict. He stated this project has been named Operation Gratitude. <br /> <br />Mayor Habingreither introduced for consideration three appointments to the <br />Human Development Commission to fill vacancies. Mr. Mayhew moved to <br />appoint Ruth Welborn and Mr. Taylor moved to appoint Ron Yates, which <br />passed unanimously. The remaining appointment will be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration three appointments to the <br />Construction Board of Adjustments and Appeals. Mr. Mihalkanin moved to <br />appoint Walter Mott as the Citizen At-Large representative and Ngoc Nguyen <br />as Architect/Citizen At-Large representative and Mr. Taylor moved to <br />appoint Johnny Pearce as the General Contractor representative, which <br />passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration six appointments to the <br />Main Street Advisory Board. Mr. Mihalkanin moved to reappoint Ruben <br />Becerra as a Downtown representative and Ms. Narvaiz moved to appoint Lya <br />Rainsoek as the Hispanic Chamber representative, which passed unanimously. <br />The remaining appointments will be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration four appointments to the <br />Transportation Advisory Board. Mr. Taylor moved to reappoint Jane <br />Hughson, Mr. Mayhew moved to reappoint Bibb Underwood and Gaylord Bose, <br />which passed unanimously. The Council agreed to delay making the fourth <br />appointment until after the election for City Council on May 3, 2003. <br /> <br />Mayor Pro-Tem Mayhew introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br /> <br />
