171. <br />Regular Meeting April 14, 2003 Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ABANDONMENT OF THE 500 BLOCK OF NORTH FREDERICKSBURG <br />STREET; APPROVING THE CONVEYANCE OF THIS TRACT TO SOUTHWEST TEXAS <br />STATE UNIVERSITY AND AMERICAN CAMPUS (SWT II) LTD; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE A DEED; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Pro-Tem Mayhew opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Pro-Tem Mayhew closed the public hearing. <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Taylor second the motion. Mr. 0'Leary stated Southwest Texas State <br />University has requested abandonment of this street to construct a new <br />residence hall and parking garage. On roll call the following vote was <br />recorded: <br /> <br />AYE: Montoya, Narvaiz, Taylor and Mayhew. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Mihalkanin and Habingreither (disclosure affidavits-business <br /> entity filed with City Clerk). <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ALLOCATION OF 2003 COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) FUNDING; AUTHORIZING THE CITY MANAGER TO ACT AS THE OFFICIAL <br />REPRESENTATIVE OF THE CITY IN MATTERS RELATED TO THE GRANT PROGRAM; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. 1) Amy Parham stated she represented 7 agencies, which are <br />seeking funding for the Village. She stated this funding will help the <br />Village by leveraging for outside funding. 2) Dr. Gene Bourgeois stated he <br />is a Professor at Southwest Texas State University History Department. He <br />stated he supports the Parks and Recreation Department request for funding <br />for the Eddie Durham Park acquisition. He stated securing land is the <br />first step in creating this Park. 3) Richard Gachot stated the <br />acquisition of land for the Eddie Durham Park is crucial to the community. <br />He encouraged the Council to approve the $56,130.00 for the land <br />acquisition. 4) Ollie Gilles stated the Eddie Durham Park is an important <br />project. She stated she is happy Southwest Texas State University has <br />come on board with this project. 5) Linda Kelsey-Jones stated she <br />supports the Eddie Durham Park project. She feels this is an important <br />project, not only historically but also for culture. 6) Johnnie Armstead <br />stated history needs to be corrected. Eddie Durham was born in San Marcos <br />in 1906. She stated the Eddie Durham Park would be a benefit to everyone. <br />7) Loren Friesen stated he would love to see the idea of jazz being <br />developed here in San Marcos. He feels the Eddie Durham Park would <br />benefit everyone. Mayor Habingreither asked if anyone else wished to <br /> <br /> <br />
