172. <br />Regular Meeting April 14, 2003 Page 4 <br /> <br />speak. No one did, so Mayor Habingreither closed the public hearing. Mr. <br />Mayhew moved for adoption of the Resolution and Ms. Narvaiz seconded the <br />motion. Mayor Habingreither stated he wants the Council to hold a <br />Workshop to determine what Council wants to fund. Mr. Taylor stated he <br />would also like to hold a Workshop to have his questions answered. Mr. <br />Mihalkanin stated he thinks the meeting should be an action meeting so the <br />Council can take action on the Resolution. Mr. Mihalkanin inquired why <br />the City was competing with private agencies for GDBG funds. Ms. Narvaiz <br />stated she wants Staff to find out if the City approves a percentage <br />amount of all of these requests, could the agencies still do their <br />projects. Mr. Mihalkanin stated he would also like to know how many times <br />these agencies have requested the same project funding, what were the <br />responses from previous Councils, and was any funding provided. Mr. <br />Mayhew moved to table the Resolution for a Special Meeting on Monday, <br />April 21, 2003 at 7:00 p.m. and Ms. Narvaiz seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2.091(B) OF THE CITY CODE TO REVISE THE PROCESS FOR <br />FILING VACANCIES ON THE PLANNING AND ZONING COMMISSION; AND INCLUDING <br />PROCEDURAL PROVISION. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading and <br />Mr. Mayhew seconded the motion. Mr. Taylor expressed concern why anyone <br />would want to be appointed as alternate if they cannot vote and cannot <br />serve unless a board position becomes vacant. Mayor Habingreither stated <br />he has concerns with a person filling a vacancy and not being voted on by <br />the Council. He also stated he has some concerns with the wording in <br />Section 1 (g). Mr. Mihalkanin stated there are 2 alternate positions on <br />the Zoning Board of Adjustments and Appeals, which is also an important <br />Board. He stated both of these Boards have different rules, and he feels <br />the same rules should apply to both Boards. Mr. Mark Taylor stated the <br />proposed Ordinance does not allow an alternate position to automatically <br />fill a vacancy. The Council would need to vote to fill the vacancy. He <br />also stated if both alternates are residents of the City and the vacancy <br />is a City representative position then they would need to draw lots to see <br />who would serve. Mr. Mihalkanin stated he prefers the Planning and Zoning <br />Commission appointments be made the meeting after the Council has received <br />names to allow time for a larger pool of Board Volunteer Forms to <br />accumulate. Mr. Taylor stated he is willing to wait until the meeting <br />after the Council receives names to make appointments. Ms. Narvaiz stated <br />she feels if someone is willing to serve as an alternate, then they should <br />automatically move up into a voting member position. Mr. Mihalkanin <br />stated he would like a designated Staff person to verify the alternates <br />have received training and to also specify what training they have <br />received. Mr. Mihalkanin stated he feels the alternate positions are <br />disproportionate: 1 ETJ position and 1 ETJ alternate position and 8 City <br /> <br /> <br />
