Ms. Narvaiz stated she feels <br />there should be 2 alternate City positions and 1 alternate City position. <br />Council agreed on consensus to increase the City alternate position to two <br />City alternate members. The Council then voted for approval of the <br />Ordinance on first reading. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Montoya, Narvaiz and Mayhew. <br /> <br />NAY: <br /> <br />Habingreither and Taylor. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 22, CEMETERIES, OF THE CITY CODE TO UPDATE AND <br />CLARIFY CITY REGULATIONS RELATING TO THE OPERATION OF THE SAN MARCOS <br />CEMETERY; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading and <br />Ms. Narvaiz seconded the motion. Mr. O'Leary stated the Cemetery <br />Commission reviewed the Cemetery Ordinance and has made some <br />recommendations for revisions. Mr. Taylor asked how much the City loses <br />each year operating the Cemetery. Rodney Cobb, Director of the Parks and <br />Recreation Department, stated the Cemetery is subsidized each year, from <br />the General Fund for general maintenance and capital improvements. Rodney <br />Gonzales, Director of Finance, stated $112,000.00 is budgeted this fiscal <br />year, S21,000.00 comes from Perpetual Care, and the remaining balance is <br />subsidized from the General Fund. Mr. O'Leary stated cemetery plots will <br />become more expensive. Mr. Cobb stated indigent burials cost $25.00, <br />which is the City's cost. Mayor Habingreither stated several citizens <br />signed up to speak. 1) Gay Gueringer stated she represents Gunnarson <br />Outdoor Advertising. She encouraged the Council to deny this Ordinance <br />and continue the moratorium. She stated she would like to see a <br />roundtable discussion to address everyone's concerns. 2) Chris Stokes <br />stated she represents Lamar Advertising.
