5. 30 Minute Citizen Comment Period <br />Jaimy Breihan, 134 E. Hillcrest, spoke regarding the topic of cape's camp acquisition and spoke <br />in favor of placing it on the ballot and thanked the Council for giving the citizens the opportunity <br />to vote on it. <br />Rob Roark, 1804 A Hunter Rd, addressed the Council regarding the funding for the purchase of <br />additional parkland and does not want us to take on additional debt. Would like us to look at <br />what we are doing with the wording of the proposition, and to make sure that it is very clear <br />about what the voters want the Council to do. <br />Angie Ramirez, 612 Barbara Dr, thanked the Council for considering this issue and spoke in <br />favor of the acquisition of cape's camp being placed on the ballot. <br />Justin Luna, 612 Conway Dr, provided written statement. <br />David Yelacic, 615 Conway Dr, provided written statement. <br />Jim Garber, 104 Canyon Fork, addressed the Council regarding listening to the people and <br />believed that this is a great way to do that, by placing a proposition on the ballot. <br />Chad Williams, 803 S. Loop St, addressed the Council regarding the parks board positive <br />recommendation to acquire the Cape's Camp area for park and recreation purposes, and supports <br />the placing of the Council placing this acquisition on the ballot. <br />Lisa Pruitt, 619 Murray St, spoke in support of placing the possible acquisition on the ballot and <br />thanked the Council for their consideration. <br />Rachel Betts, 828 Waco St, spoke in support of placing this on the ballot and allowing the public <br />to have a voice in the decision. <br />6. Discussion regarding the drafting of non - binding proposition language for the <br />November 6, 2012 Election regarding the possible acquisition of land (for parks and <br />recreation purposes) within the San Marcos River Corridor including property bounded <br />by IH 35 to the west, River Road to the north, Cape's Road to the east, and Luciano <br />Flores Blvd to the south. <br />The Council reached a consensus on the proposed non - binding ballot language: <br />"Shall the city council be authorized to acquire the Cape's Camp area of 70 acres, more or less, <br />for parks and recreation purposes, at a price not to exceed fair market value as determined by an <br />appraisal, through negotiations or eminent domain, or by raising city property taxes, if <br />necessary ?" <br />
