iv. ground - truthing water quality concerns, impervious cover effects, and <br />modeling results; and <br />v. reviewing previous studies. <br />b. Identify and assess existing protection measures on both public and private <br />property. <br />c. Identify potential sites for storm -water runoff control retrofits and related green <br />infrastructure. <br />d. Identify limitations (e.g. a lack of information, resources or land) that hinder <br />protective measures. <br />1.1.2 Develop Goals Priorities and Potential Solutions — Establish water quality protection <br />goals based on the objectives of the HCP. These goals will reflect pertinent sections of the MS4 <br />Permit, the Comprehensive Plan, regulatory standards and desired future conditions. In addition, <br />the Consultant will evaluate problem severity and prioritize needs relative to established goals <br />and investigate potential solutions including those noted in Item 3 b) of the Baseline Plan <br />Agreement (i.e. structural, non - structural, regulatory and programmatic approaches). <br />1.1.3 Determine Effective Control Measures — Determine effectiveness of the potential <br />solutions established in as a result of the work performed in subsection 1.1.2 above using the <br />water quality model(s) developed as part of the City's comprehensive planning process. For <br />structural controls, the Consultant will consider land availability, ownership, and BMP /site <br />suitability and will utilize a ranking process to prioritize problems and threats. Furthermore, the <br />Consultant will establish cost effective measures including structural, non - structural, regulatory <br />and programmatic approaches and will select measures that are cost - effective and meet <br />established goals. <br />1.1.4 Prepare Conceptual Designs for Selected Control Measures —Determine feasibility of the <br />potential solutions established in subsection 1. 1.3 above. For structural controls, the Consultant <br />will consider land availability, ownership and suitability of the best management practices <br />( "bmp ") to the land. The Consultant will utilize a ranking process to establish cost effective <br />measures including structural, non - structural, regulatory and programmatic approaches, will <br />select the measures that meet established goals and will include adaptive management strategies <br />that respond to changing conditions. <br />1.1.5 Prepare Water Quality Protection Plan —Assemble and integrate the information gathered <br />under the Baseline Plan agreement into the WQPP document. The Consultant will also solicit <br />stakeholder input and acceptance of the plan. <br />1.1.6 Meetings <br />a) Hold one stakeholder meeting to gather public input and form a working group of <br />representative stakeholders to foster ongoing dialogue. <br />Gleason WQPP 9/12 <br />
