Regular Meeting April 28, 2003 Page 4 <br />Ms. Narviaz inquired how these charges are being developed. Ms. Clark <br />stated the Police Department receive complaints from neighbors, and other <br />charges come from the Police Officers. Mayor Habingreither stated he <br />feels the City should be using decimal meters for these types of <br />complaints. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 14, BUILDINGS AND BUILDING REGULATIONS, OF THE CITY <br />OF SAN MARCOS CODE OF ORDINANCES TO CLARIFY A REQUIREMENT FOR SERVICE <br />ON THE ELECTRICAL BOARD; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDINGAN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Mayhew seconded the motion. Mr. 0'Leafy stated the City once administered <br />a Master Electrician test for qualification to receive a Master <br />Electrician license. He stated this is an amendment to approve the <br />acceptance of standardized tests for a Master Electrician's exam for the <br />Master Electrician representative of the Electrical Board. The Council <br />then voted unanimously for the approval of Ordinance on first reading. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTIONS 86.003 AND 86.004 OF THE CITY CODE TO REVISE <br />REGULATIONS RELATED TO EXTENSIONS AND CONNECTIONS TO THE CITY WATER <br />AND WASTEWATER SYSTEMS; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br /> <br />Mr. Taylor moved for approval of the Ordinance on first reading and Ms. <br />Narvaiz seconded the motion. Mr. O'Leary stated currently the City Code <br />provides for the City to pay for the first 100 feet of extension of water <br />and wastewater lines needed by a developer, if funds are budgeted and <br />available. He stated funding for this has not been budgeted or available <br />for many years. This has created confusion and dissatisfaction when <br />developers are informed they will have to fund the extension themselves. <br />He also stated this amendment will clarify the applicant's <br />responsibilities and defines requirements, such as minimum line sizes, <br />fire hydrants, line depths and manholes. The extensions and connections to <br />the water and/or wastewater system outside the City limits would require <br />the applicants to submit a written request for voluntary annexation of <br />their property. Mayor Habingreither inquired if a line was across the <br />street, would the homeowner have to pay for the connection. Mr. O'Leary <br />stated yes. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br /> <br />
