Exemplifies high quality development, including, but not limited to, design compatible with the <br />surrounding established neighborhood, Energy Star certification, LEED certifiable, or other green building <br />certificatio n. <br /> <br />g. Does not duplicate housing of a type, price, and location already being provided by the private <br />sector without incentives. <br /> <br />h. Project location is within one of the Neighborhood Enhancement target areas. <br /> <br />3. Preference will be given to applicants who use local suppliers, contractors and labor force. <br /> <br />4. The established affordability target price for 2007 is $106,000 per unit, including any lot cost. The target <br />price will be reviewed annually by staff and may be adjusted if necessary. <br /> <br />Application Procedures <br /> <br />Any person, organization, joint venture, partnership, association, or corporation desiring that the City of San <br />Marcos consider providing incentives to encourage new housing development or redevelopment within the <br />City limits or the extraterritorial jurisdiction of San Marcos shall be required to comply with the following <br />application procedures. <br /> <br />A pre-application meeting with staff is recommended for all applicants. <br /> <br />City-Wide Proaram <br /> <br />The City-Wide Program uses a two-tiered application procedure based on project magnitude. For projects <br />involving 1-4 units, Procedure A is used. For projects involving five or more units, the more detailed <br />Procedure B is used. <br /> <br />Procedure A (for projects inyolving 1 to 4 units) <br /> <br />1. Applicant shall file an application on a form provided by the City with supporting documentation to include: <br /> <br />a. A plat/boundary survey showing the precise location of the property, all roadways within 200 feet <br />of the site, and all existing zoning and land uses on the site. <br /> <br />b. A complete legal description of the property. <br /> <br />c. A brief description of the proposed development or redevelopment project, anticipated project <br />costs, estimated development schedule, projected construction start date, and the total value of proposed <br />improvements. <br /> <br />d. The type and total value of incentives being requested. <br /> <br />e. Any other information about the proposed project which may be required by the City. <br /> <br />2. The application will be reviewed by staff for completeness and accuracy and comments will be received <br />from appropriate departments. Once this information is compiled, the review comments and <br />recommendation will be forwarded to the applicant. The application, review comments and recommendation <br />will be forwarded to the City Council for consideration. After the review by the City Council members, <br />additional information may be requested of the applicant before final action is taken. <br /> <br />3. All requirements of all federal, state and local laws shall be followed, including, but not limited to the Land <br />Development Code and Building Code. <br /> <br />Housing InfiIl Development Incentives Policy <br /> <br />3 <br />
