<br />I <br /> <br />PROFESSIONAL CONSULTANT SERVICES AGREEMENT <br /> <br />This Agreement is made this thdpJ- day Of'f{J;;.~ .2007. between the City <br />of San Marcos, Texas ("City"), 630 East Hopkins, San cos, xas 78666 and Broaddus & <br />Associates, Inc. ("Consultant"), 1301 Capital of Texas Highway, Suite A-302, Austin, Texas <br />78746 for the preparation of a Downtown Master Plan for the City of San Marcos, Texas. <br /> <br />The City and the Consultant agree as follows: <br /> <br />ARTICLE 1 <br />CONSUL T ANT'S SERVICES AND RESPONSIBILITIES <br /> <br />1.1 ST ANDARDS OF PERFORMANCE <br /> <br />I <br /> <br />1.1.1 The Consultant will be responsible for the proper, accurate and adequate <br />preparation of a Downtown Master Plan for the City of San Marcos, Texas that covers <br />approximately .36 square miles, including the Guadalupe Street/LBJ Drive corridor to IH-35, the <br />Downtown Historic District, Central Business Area, Main Street Program Area, and Height <br />Overlay District (theIProject"). The Consultant understands that this Project is intended to <br />guide the City's approach to downtown revitalization and provide solid recommendations for <br />making physical improvements to the downtown area that will enhance its functionality as a <br />vibrant central business area while preserving its historic character. In addition, the Consultant <br />will include recommendations for improving connectivity along a common boundary between <br />Texas State University - San Marcos ("TSU-SM") and Downtown San Marcos that <br />complements TSU-SM improvements along the common boundary. The Consultant will also <br />develop recommendations for enhancing the gateway corridor to downtown, and will include an <br />implementation strategy for completing improvements, determining viability, and will provide a <br />professional recommendation for creating special districts intended to identify development <br />opportunities and facilitate sustained ongoing revitalization (e.g., tax increment reinvestment <br />zone, municipal management district, public improvement district, etc.). The completed Project <br />will serve as a guide to: <br /> <br />. Enhance economic development and the business realm; <br />. Provide for higher "quality of life" factors downtown; <br />. Recommend opportunities to enhance the historic district; <br />. Foster a "Town-Gown" connection with the University; <br />. Guide physical improvement to facilities, infrastructure and open space; <br />. Provide a consistent message and "directioning" to the first-time visitor; and <br />. Accommodate connectivity to adjacent neighborhoods and major transportation <br />networks. <br /> <br />I <br /> <br />1.1.2 The Consultant's Basic Services consist of the services described in Sections 1.1 through <br />1.6. <br /> <br />Downtown Master Plan Contract <br /> <br />I <br />
