17.Reconsider Ordinance 2012 -43, amending the Official Zoning Map of the City by <br />rezoning a 1.042 acre, more or less, tract of land out of the original Town of San Marcos, <br />located at 301 North Guadalupe Street, the current US Post Office, from "SC -CS" <br />Smartcode District -Civic Space to "SC -T5" Smartcode District - Transect 5 (urban <br />center); and including procedural Provisions. <br />No reconsideration. <br />18.Reconsider Ordinance 2012 -44, amending the Official Zoning Map of the City by <br />rezoning a 23 acre, more or less, tract of land, being Lot 1, Block 18 of the original <br />Town of San Marcos, located at 302 West San Antonio Street, the former Hays County <br />Juvenile Probation Office, from "SC -CS" Smartcode District -Civic Space to "SC -T5" <br />Smartcode District - Transect 5 (urban center); and including procedural provisions. <br />No reconsideration. <br />19.Consider approval of Ordinance 2012 -37, on the second of two readings, amending <br />Chapter 90, Article 4, Wreckers, of the San Marcos City Code to eliminate the wrecker <br />rotation system for police- authorized towing; eliminating the previously authorized <br />"show up fee" for non - consent towing; revising regulations authorizing the collection of <br />a "drop fee;" including procedural provisions; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, the City Council voted six (6) for, none (0) opposed, and one (1) absent, Mayor <br />Guerrero, to postpone Ordinance 2012 -37, as previously captioned, until the October 16, 2012 <br />regular meeting. The motion carried. <br />20.Consider approval of Ordinance 2012 -46, on the first of two readings, deleting the Police <br />Department assignment pay provisions contained in Chapter 62, Article 2, Division 2 of <br />the San Marcos City Code due to the adoption of a Meet and Confer agreement with the <br />San Marcos Police Officers Association that provides for assignment pay, including <br />procedural provisions; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Prather, the City Council voted six (6) for, none (0) opposed, and one (1) absent, Mayor <br />Guerrero, to approve Ordinance 2012 -46 as previously captioned. The motion carried. <br />21.Consider approval of Resolution 2012 -91R, awarding an annual contract to Southwest <br />Towing for the provision of Towing Services for the City in the total estimated annual <br />amount of $243,840-00; authorizing the Purchasing Manager to execute the appropriate <br />purchasing documents on behalf of the City; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, the City Council voted six (6) for, none (0) opposed, and one (1) absent, Mayor <br />
