The Council reconvened into regular session at approximately 6:15 p.m. <br />5. Invocation <br />Jason Bollinger of River Stone Community Church provided the invocation. <br />6. Pledges of Allegiance - United States and Texas <br />Kasun Phillips, a 5th grade student at Hernandez Elementary, led the pledges. <br />7. 30 Minute Citizen Comment Period <br />Jaimy Breihan, 134 E. Hillcrest, addressed the City Council about a letter that his mother placed <br />to the SM Daily Record regarding the possible displacement of people in single family <br />neighborhoods by university student housing, and Comprehensive Master Plan consultant <br />Dihru's statements about homes close to the university being taken over by college students. <br />Jay Hiebert, 209 W. Sierra Circle, addressed the Council regarding a University overlay that was <br />provided late on Friday during the Design Rodeo. Wanted to know why this was presented so <br />late in the process. Continued to express his discontent with the "shenanigans" that occurred, <br />and that he does not trust the planning department or the Staff involved. <br />Melissa Derrick, 109 Kathryn Cove, addressed the Council regarding how Matthew Lewis <br />referred to the Map as a flexible document. If the zoning can change year by year there is no <br />stability. She stated that she is really hoping this is not flexible and that we have a <br />comprehensive master plan to follow very soon. <br />Thom Prentice, 213 Trestle Tree, addressed the Council regarding the pending PID, Cotton <br />Crossing, and his issues with the project. <br />Don Eyssen, 200 Orchard, addressed the Council regarding the Chestnut Street improvements. <br />He continued by addressing the drainage study that is slated to be done within the next five <br />years, and how he felt like the CIP Department was lying to himself and the public. He also <br />stated that SmartCode is not good. <br />Beverly Silas, 1843 Coronado Dr, Austin, TX, addressed the Council regarding the IH -35 <br />Capital Corridor improvements study and how it's expanding to 45 north and south. She <br />continued by inviting the Council and Public to participate in an upcoming open house. <br />Consent Agenda <br />8. Consider approval of the September 4, 2012, Regular Meeting Minutes. <br />9. Consider approval of Ordinance 2012 -41, on the second of two readings, amending <br />Section 1.6.6.4 of the Land Development Code to add a performance bond as an <br />
