22.Consider approval of Resolution 2012 -117R approving a Meet and Confer Agreement <br />between the San Marcos Police Officers' Association and the City of San Marcos and <br />declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomason, the City Council voted six (6) for none (0) opposed, and one (1) absent, Council <br />Member Prather, to approve Resolution 2012 -117R, as previously captioned. The motion carried. <br />23.Consider adoption of the tax rate reflected in the proposed budget which will raise more <br />revenue from property taxes than in the previous fiscal year. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Mayor <br />Guerrero, the City Council voted five (5) for, one (1) opposed, Council Member Thomaides, and <br />one (1) absent, Council Member Prather, to approve that the property tax rate be increased by the <br />adoption of a tax rate of fifty three and two hundredths cents for each one hundred dollars of <br />assessed valuation of real and personal property, which is effectively a 1.2 percent increase in the <br />tax rate. The motion carried. <br />24.Receive a Staff presentation and hold a discussion on the updated estimate for relocation <br />of the electric utility infrastructure for the Hunter Road Improvement Project, and <br />provide direction to Staff. <br />Tom Taggart provided a Staff presentation regarding the updated estimate for the relocation of <br />the electric utility infrastructure for the Hunter Road Improvement Project. Following discussion <br />the Council directed Staff to proceed with option A as presented. <br />25.11old a discussion regarding the potential rezoning of the Leah Tract, and provide <br />direction to Staff. <br />Jim Nuse, City Manager, led Council in the discussion regarding the potential rezoning of the <br />Leah Tract. Following discussion the Council directed Staff to market the Leah Tract and to <br />keep it zoned as is. <br />26.Receive a Staff update regarding the Cape's Camp property, and provide direction to <br />Staff. <br />Matthew Lewis, Director of Planning and Development Services, provided the Council with an <br />update on the project and the current appraisal. <br />27.Ouestion and Answer Session with Press and Public <br />None. <br />28.Adiournment <br />
