To enable CAPCO to carrY out or conduct various municipal solid waste management- <br /> . , <br /> related services and support activities within CAPCO 's regional jurisdiction; and <br /> 2. To enable CAPCO to report to the Legislature and promote the continuation of pass- <br /> through grant funding; and <br /> ... To administer an efficient and effective, region-wide, pass-through (subgrantee) assistance <br /> .J. <br /> grants program and~or, where authorized by CAPCO in accordance with Article 5 of this <br /> Attachment, to conduct various CAPCO - managed projects. <br /> (c). The specific purposes of this grant contract. to implement paragraph (b) above are: <br /> conducting a regional household hazardous waste management program which includes an <br /> educational campaÙm in addition to five (5) one-dav collection events. <br /> Article 4 EIi!!Ïble Entities <br /> <br /> (a). Only those local and regional political subdivisions located within the State of Texas as listed <br /> below are eligible to receive tùnding from CAPCO as a pass-through grant: <br /> 1. Cities: <br /> 2. Counties; <br /> ... Public schools and school districts (does not include Universities or post <br /> .)" <br /> secondary educational institutions); and <br /> 4. Other general and special law districts created in accordance with state law, and <br /> with the authority and responsibility for water quality protection or municipal <br /> solid waste management, to include river authorities. <br /> (b). Local and regional political subdivisions that are subject to the payment of state solid waste <br /> disposal fees and whose fee payments are in arrears, as determined by CAPCO, are not eligible to <br /> receive pass-through grant funding from CAPCO. CAPCO shall allow a potential pass-through <br /> grant applicant that is listed as being in arrears in its fee payments the opportunity to provide <br /> documentation of payment of the fees owed the state. If the potential applicant provides CAPCa <br /> with documentation of payment of the fees, such as a canceled check or receipt from the state, <br /> CAPCa may consider that applicant to be eligible to receive pass-through grant funding under this <br /> Contract. <br /> Article 5 Implementation Project Cate2ories <br /> Only the following project categories are eligible for funding under CAPCO FY98 Solid Waste <br /> Grant Program.
