36. <br />Special Meeting May 6, 2003 Page 2 <br /> <br />Place 5 and John Thomaides as the elected City Council Member, Place 6, to <br />attach the completed tabulation to the Ordinance and Mr. Montoya seconded <br />the motion, which passed unanimously. The Council then voted unanimously <br />for adoption of the Ordinance on emergency. <br /> <br />Mayor Habingreither introduced farewell remarks from outgoing Council <br />Members. 1) Ms. Tatum thanked the citizens of San Marcos for entrusting <br />her as City Council Member, Place 6. She stated it is easier to sit on <br />the other side in the audience. She stated most the citizens of San Marcos <br />have been supportive at all times. She stated she has been under the <br />whether lately and asked for everyone to keep her in their prayers. 2) <br />Mr. Mayhew's remarks are attached. <br /> <br />Mayor Habingreither introduced the issuance of the Certificates of <br />Election as the elected City Council Member, Place 5, and to the elected <br />City Council Member, Place 6. Becky Sierra (ceremonially) administered <br />the Oath of Office to John A. Diaz and Anita Reyes administered the Oath <br />of Office to John Thomaides. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.074, to discuss the appointment of public <br />officers (Mayor Pro-Tem and Deputy Mayor Pro-Tem). Mr. Mihalkanin moved <br />the Council adjourn into Executive Session at 6:20 p.m. and Ms. Narvaiz <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Diaz moved the Council reconvene at 6:45 p.m. and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced the election of the Mayor Pro-Tempore and <br />Deputy Mayor Pro-Tempore. Mr. Mihalkanin moved to elect Jacob Montoya as <br />Mayor Pro-Tempore and Ms. Narvaiz seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Narvaiz, Habingreither, Taylor, Diaz and Thomaides. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Montoya. <br /> <br />Mr. Montoya moved to elect Ed Mihalkanin as Deputy Mayor Pro-Tempore and <br />Ms. Narvaiz seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Montoya, Narvaiz, Habingreither, Taylor, Diaz and Thomaides. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Mihalkanin. <br /> <br /> <br />
