<br /> San Antonio Water System <br /> Leak Detection / Location Program Proposal <br /> Page I of 3 <br /> I. Introduction <br /> Sonic leak detection uses electronic equipment to detect the sounds of leakage. <br /> Pressurized water forced out through a fracture or other opening transmits energy to <br /> the pipe walls and the surrounding soil. This energy creates sound waves in the audible <br /> range that can be sensed and amplified by electronic transducers placed on distribution <br /> system access points. To conduct this type of survey, direct contact must be made on <br /> valves, fIre hydrants, customer service connections, and other system access points. <br /> The effective sounding intervals for leak detection are affected by numerous factors <br /> including composition and type of pipe, pipe size, water pressure, type and amount of <br /> bedding material, etc. Consequently, it is vital that each and every access point is <br /> available for sounding. It is in the best interest of the utility and SAWS that all access <br /> points are located and cleaned prior to the actual survey. <br /> Once the general area of a leak has been determined, a sophisticated leak sound <br /> correlation instrument is used to accurately pinpoint the leak location. Effective and <br /> efficient use of this equipment depends upon accurate information regarding pipe size, <br /> pipe material, and the measured distance between listening points. Because most of this <br /> information can only be supplied by the utility, the cooperation and coordination <br /> between the utility and SAWS personnel during the survey is vital. <br /> At time during the survey, it may be necessary for SAWS to ask the utility to flush fire <br /> hydrants, operate main line valves, turn water off to individual homes for short periods, <br /> and to temporarily remove meters to install correlation equipment. These services will <br /> not be performed without the permission of the utility supervisor. <br /> II. Services Provided by SAWS <br /> Proposal -- A short, general proposal describing services provided by SAWS and the <br /> information and assistance requested from the utility. <br /> Schedule of Estimated Charges -- Breakdown of cost of services with estimates of hours <br /> and miles needed to complete the survey. <br /> Letter of Agreement and Authorization to Proceed -- Legal contract outlining the roles <br /> and responsibilities of each party. <br /> Pre-survey Meeting -- SAWS personnel will meet with utility personnel to discuss <br /> system data, plan strategy, and to schedule operations. <br />
