Proposal: Page 2 of 3
Surveying -- The survey will be accomplished using SAWS's portable sonic leak
detection equipment. Sounding will be performed at all available access points
systematically. SAWS surveyors will attempt to locate all access points. Suspected
locations will be surveyed with a ferromagnetic detector, if requested by the utility.
Pinpointing -- This will be accomplished using SA WS's leak sound correlation
instrument or ground microphone at locations where strong leak sounds are encountered.
Accuracy of pinpointed locations will depend on the accuracy of the information
furnished by the utility. When requested by the utility, SAWS surveyors will attempt to
determine the exact line location with electronic line locator/ tracer.
Leak Excavation and Repair -- The utility will be responsible for all aspects of leak
excavation and repair. Identified leaks should be repaired by the utility at the earliest
possible date. This is the intent of the entire effort. SAWS personnel can be available,
whenever practical, to witness excavations and repairs of pinpointed leaks to obtain
immediate and valuable information of 1. ) the nature or cause of the leak, 2. ) the
estimated water loss rate, and 3. ) to perform additional pinpointing when necessary.
Water leakage loss charts can be provided to the utility to assist in estimating water loss
of repaired leaks when SAWS personnel are not available.
Time On Site -- SAWS surveyors will normally work eight hour days and will generally
work the same Monday - Friday schedule of the utility. Surveyors can be available after
normal working hours or weekends, if necessary.
Personnel On Site -- SAWS will normally have one surveyor on site surveying,
rechecking leak sounds, pinpointing, and performing leak repair follow up. Additional
surveyors can be assigned to expedite the survey, if requested by the utility. Survey team
members are state certified water and wastewater operators with a minimum of eight
years experience in water system maintenance, operation, management, and leak:
detection.
Updates -- During the course of the day-to-day survey, utility personnel will be kept
abreast of survey progress, important daily fmdings, leak locations (large or small) and
other problems, needs, or pertinent information usually at the start of each day or
immediately upon discovery, if necessary.
Survey Documentation -- Detailed invoices for services will be submitted to the utility
monthly. After completion, a summary report will be submitted by SAWS detailing
the results of the survey.
III. Utility's Contribution
System Maps -- Three sets of current distribution system plats. System overalls, quad
maps, or unit plats are acceptable. Ideally, plats should show valves, fire hydrants, fire
