ORDINANCE 1998- 60 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE <br />FISCAL YEAR BEGINNING ON OCTOBER 1, 1998 AND <br />ENDING ON SEPTEMBER 30, 1999; AUTHORIZING <br />CERTAIN ADJUSTMENTS TO THE BUDGET WITH THE <br />APPROVAL OF THE CITY MANAGER; APPROVING FISCAL <br />YEAR 1998-99 CAPITAL IMPROVEMENTS PROGRAM <br />PROJECTS; AMENDING THE TABLE OF POLICE OFFICER <br />POSITIONS UNDER CITY CODE SECTION 2.373 TO ADD <br />SCHOOL RESOURCE OFFICERS AND TO REFLECT THE <br />NEW ORGANIZATION OF THE POLICE DEPARTMENT; <br />INCLUDING PROCEDURAL PROVISIONSAND DECLARING <br />AN EMERGENCY. <br /> <br />RECITALS: <br /> <br />1. The City Charter provides for the City Council to set a time and place of public <br />hearing on the proposed budget for the City and to cause notice of the hearing and a <br />summary of the budget to be published in one or more newspapers of general circulation <br />in the City. <br /> <br />2. Th~ City Council at its regular meeting on July 27 , 1998, set the date of <br />this hearing and directed the notice and budget summary be published. <br /> <br />3. The notice and budget summary were published in at least one newspaper of <br />general circulation in the City on July 31, 1998 I a date at least ten (10) days prior to <br />the date set for the public hearing on the budget for the City for the fiscal year beginning <br />October 1, 1998 and ending September 30, 1999. <br /> <br />4. The public hearing on the budget was held on August 10, 1998 ,a time at which <br />all interested persons were given an opportunity to be heard for or against any item or the <br />amount of any item contained in the budget. <br /> <br />5. At least fourteen (14) days have elapsed since the public hearing on the budget as <br />required by the City Charter. <br /> <br />6. The City's Fire Fighters and Police Officers Civil Service Commission has <br />recommended the adoption of amendments to the table of police officer positions under <br />City Code Section 2.373 to add school resource officers and to reflect the new organization <br />of the Police Department. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. The City of San Marcos 1998-1999 Budget is approved and adopted <br />for the fiscal year beginning October 1, 1998 and ending September 30, 1999. <br /> <br />SECTION 2. The amount shown in the City of San Marcos 1998-99 Budget as <br />necessary to provide for a sinking fund for the payment of the principal and interest and <br />the retirement of the bonded debt of the City is appropriated for that purpose. <br /> <br />SECTION 3. The following adjustments to the 1998-1999 Budget may be made with <br />the approval of the City Manager: <br /> <br />(a) Transfers of funds among the accounts within each department; <br /> <br />(b) Transfers of funds for construction projects and equipment purchases <br />from operating accounts to Capital Improvements Program accounts; <br />and <br />
