ORDINANCE 1998- 60 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1998 AND ENDING ON SEPTEMBER 30, 1999; AUTHORIZING CERTAIN ADJUSTMENTS TO THE BUDGET WITH THE APPROVAL OF THE CITY MANAGER; APPROVING FISCAL YEAR 1998-99 CAPITAL IMPROVEMENTS PROGRAM PROJECTS; AMENDING THE TABLE OF POLICE OFFICER POSITIONS UNDER CITY CODE SECTION 2.373 TO ADD SCHOOL RESOURCE OFFICERS AND TO REFLECT THE NEW ORGANIZATION OF THE POLICE DEPARTMENT; INCLUDING PROCEDURAL PROVISIONSAND DECLARING AN EMERGENCY. RECITALS: 1. The City Charter provides for the City Council to set a time and place of public hearing on the proposed budget for the City and to cause notice of the hearing and a summary of the budget to be published in one or more newspapers of general circulation in the City. 2. Th~ City Council at its regular meeting on July 27 , 1998, set the date of this hearing and directed the notice and budget summary be published. 3. The notice and budget summary were published in at least one newspaper of general circulation in the City on July 31, 1998 I a date at least ten (10) days prior to the date set for the public hearing on the budget for the City for the fiscal year beginning October 1, 1998 and ending September 30, 1999. 4. The public hearing on the budget was held on August 10, 1998 ,a time at which all interested persons were given an opportunity to be heard for or against any item or the amount of any item contained in the budget. 5. At least fourteen (14) days have elapsed since the public hearing on the budget as required by the City Charter. 6. The City's Fire Fighters and Police Officers Civil Service Commission has recommended the adoption of amendments to the table of police officer positions under City Code Section 2.373 to add school resource officers and to reflect the new organization of the Police Department. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. The City of San Marcos 1998-1999 Budget is approved and adopted for the fiscal year beginning October 1, 1998 and ending September 30, 1999. SECTION 2. The amount shown in the City of San Marcos 1998-99 Budget as necessary to provide for a sinking fund for the payment of the principal and interest and the retirement of the bonded debt of the City is appropriated for that purpose. SECTION 3. The following adjustments to the 1998-1999 Budget may be made with the approval of the City Manager: (a) Transfers of funds among the accounts within each department; (b) Transfers of funds for construction projects and equipment purchases from operating accounts to Capital Improvements Program accounts; and
