<br /> (c) Reclassification of positions within each department. <br /> (d) Decreases in operating accounts in response to decreases in City <br /> revenues or other circumstances, where the decrease does not result <br /> in a transfer of funds to another account. <br /> SECTION 4. All projects for Fiscal Year 1998-99 described in the Capital <br /> Improvements Program portion of the 1998-1999 Budget are approved at the cost level <br /> indicated, subject to the availability of funding of project costs from the Funding Source(s) <br /> identified for each project. <br /> SECTION 5. The Annual Program of Services for the Hotel Occupancy Tax Fund <br /> in the 1998-1999 Budget is approved as the City's promotional program to attract tourists <br /> and convention registrants to the City through <br /> (a) a contract with the San Marcos Area Chamber of Commerce for tourism <br /> promotional services; <br /> (b) a contract with the San Marcos Hispanic Chamber of Commerce for tourism <br /> promotional services; <br /> (c) the operation of the Main Street Program to encourage tourists and <br /> convention registrants to visit the Downtown Historical District; <br /> SECTION 6. The table of positions for each Civil Service Classification in the Police <br /> and Fire Departments kept on file in the City Secretary's office is amended in accordance <br /> with Section 2.373 of the San Marcos City Code and Section 143.021 of the Texas Local <br /> Government Code to read as follows: <br /> Classification Number of Positions <br /> <br /> POLICE DEPARTMENT <br /> Police Officer (including trainees) 55 <br /> Police Sergeant 11 <br /> Police Commander 5 <br /> Police Assistant Director 2 <br /> FIRE DEPARTMENT <br /> Fire Fighters (including trainees) 9 <br /> Driver/Engineer 12 <br /> Fire Lieutenant 6 <br /> Fire Captain 3 <br /> Assistant Fire Chief 1 <br /> SECTION 7. If any word, phrase, clause, sentence, or paragraph of this ordinance <br /> is held to be unconstitutional or invalid by a court of competent jurisdiction, the other <br /> provisions of this ordinance will continue in force if they can be given effect without the <br /> invalid portion. <br /> SECTION 8. All ordinances and resolutions or parts of ordinances or resolutions <br /> in conflict with this ordinance are repealed. <br /> SECTION 9. The importance of this Ordinance creates an emergency and an <br /> imperative public necessity, and the provisions of the Charter requiring that ordinances be <br /> presented at three separate meetings, and that ordinances do not take effect until ten (10) <br /> days after the date of final passage are suspended, and this Ordinance will take effect <br /> upon publication of notice of its adoption in a newspaper of general circulation in the City. <br />
