48. <br /> <br />Regular Meeting May 12, 2003 Page 2 <br /> <br />Joe Schneider stated he wished to speak regarding Item 7, an Ordinance <br />regarding Hughson Street. He stated he feels the diverter on Hughson <br />Street puts more traffic on Chapparral, Algarita and Craddock. He stated <br />a sign could be placed on Ranch Road 12 giving time frames when drivers <br />can turn rather than this diverter. 4) Billy McNabb stated he wished to <br />speak to Item 36, a discussion regarding Annexation/Disannexation. He <br />also welcomed the new Council members. He stated he feels this annexation <br />was done hastily and improperly to avoid the new annexation laws. He <br />stated the Council needs to fix the problem, and he feels the solution is <br />to disannex. 5) Miles wilson stated he wished to speak on Item 36, a <br />discussion regarding disannexation. He stated he agrees with Billy <br />McNabb, and this area needs a Service Plan that meets their needs. 6) <br />Mike Dish_man stated he wished to speak on Item 36, a discussion regarding <br />a disannexation. He encouraged the Council to openly discuss the <br />annexation. He also feels the best solution for the City would be to <br />disannex. He also stated he is interested in the outcome of the <br />investigation information from the 2002 election regarding the campaign <br />flyer. 7) Bob Bryant stated he wants to revisit the infrastructure <br />services. The City needs to provide services no later than 2 ¼ years, and <br />they want services by the deadline. He stated he feels the Southwest San <br />Marcos area should be disannexed. 8) Dave Bethancourt stated he wished to <br />speak on Item 36, a discussion regarding the disannexation. He stated he <br />feels the Service Plan is inadequate. He also stated he feels the City <br />should provide the services to the Southwest San Marcos area, which they <br />were promised in the Service Plan, or this area should be disannexed. <br /> <br />Mayor Habingreither introduced the Staff Report. Mr. 0'Leafy had no Staff <br />Report at this meeting. <br /> <br />Mayor Habingreither introduced for consideration two appointments to the <br />Transportation Advisory Board. Mr. Montoya moved to appoint Tom <br />Wassenich, which passed unanimously. The remaining appointment will be <br />rescheduled. <br /> <br />Mayor Habingreither introduced for consideration two appointments to the <br />Convention and Visitors Bureau. Mr. Mihalkanin moved to appoint Susan <br />Narvaiz and John Thomaides to represent the Council. On roll call the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Habingreither, Montoya, Taylor, Diaz, Narvaiz (on <br />Thomaides) and Thomaides (on Narvaiz). <br /> <br />NAY: None. <br /> <br />ABSTAIN: Narvaiz (on herself) and Thomaides (on himself). <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br /> <br />
