48. Regular Meeting May 12, 2003 Page 2 Joe Schneider stated he wished to speak regarding Item 7, an Ordinance regarding Hughson Street. He stated he feels the diverter on Hughson Street puts more traffic on Chapparral, Algarita and Craddock. He stated a sign could be placed on Ranch Road 12 giving time frames when drivers can turn rather than this diverter. 4) Billy McNabb stated he wished to speak to Item 36, a discussion regarding Annexation/Disannexation. He also welcomed the new Council members. He stated he feels this annexation was done hastily and improperly to avoid the new annexation laws. He stated the Council needs to fix the problem, and he feels the solution is to disannex. 5) Miles wilson stated he wished to speak on Item 36, a discussion regarding disannexation. He stated he agrees with Billy McNabb, and this area needs a Service Plan that meets their needs. 6) Mike Dish_man stated he wished to speak on Item 36, a discussion regarding a disannexation. He encouraged the Council to openly discuss the annexation. He also feels the best solution for the City would be to disannex. He also stated he is interested in the outcome of the investigation information from the 2002 election regarding the campaign flyer. 7) Bob Bryant stated he wants to revisit the infrastructure services. The City needs to provide services no later than 2 ¼ years, and they want services by the deadline. He stated he feels the Southwest San Marcos area should be disannexed. 8) Dave Bethancourt stated he wished to speak on Item 36, a discussion regarding the disannexation. He stated he feels the Service Plan is inadequate. He also stated he feels the City should provide the services to the Southwest San Marcos area, which they were promised in the Service Plan, or this area should be disannexed. Mayor Habingreither introduced the Staff Report. Mr. 0'Leafy had no Staff Report at this meeting. Mayor Habingreither introduced for consideration two appointments to the Transportation Advisory Board. Mr. Montoya moved to appoint Tom Wassenich, which passed unanimously. The remaining appointment will be rescheduled. Mayor Habingreither introduced for consideration two appointments to the Convention and Visitors Bureau. Mr. Mihalkanin moved to appoint Susan Narvaiz and John Thomaides to represent the Council. On roll call the following vote was recorded: AYE: Mihalkanin, Habingreither, Montoya, Taylor, Diaz, Narvaiz (on Thomaides) and Thomaides (on Narvaiz). NAY: None. ABSTAIN: Narvaiz (on herself) and Thomaides (on himself). Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows:
