Regular Meeting <br /> <br />May 12, 2003 <br /> <br /> 49. <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY THE ADDITION OF A TRAFFIC DIVERTER ON HUGHSON <br />STREET; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR A PENALTY. <br /> <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Montoya seconded the motion. Mayor Habingreither stated there are <br />citizens to speak regarding this Ordinance. 1) Bill Cunningham stated he <br />lives on Sierra Circle and is in favor of the diverter staying in place. <br />He feels this innovation has worked out well and makes the area much <br />safer. 2) Carolyn Pate stated she wants to keep the diverter. She thanked <br />Sabas Avila, Assistant Director of the Engineering Department, for meeting <br />with their neighborhood and for providing the results of the study. She <br />stated the study shows a reduction from 2,500 travelers a day to 1,700 a <br />day. She also stated the speeding has been reduced as well. 3) Dianne <br />Wassenich stated she is a neighborhood representative and she supports the <br />diverter. She stated at the intersection of Craddock Street and Ranch <br />Road 12, the traffic backs up since there is no turn lane. She stated the <br />travelers then move on to other streets, which causes a dangerous <br />situation. Mr. O'Leary stated there were several complaints regarding the <br />traffic on Hughson Street. He stated the Council discussed options to <br />slow down traffic. He stated the Council chose a 90-day temporary <br />diverter and the 90-day period is ending. He stated Staff met with the <br />neighborhood and they are in favor of keeping the diverter. He stated <br />this diverted has reduced traffic on Hughson but increased traffic on <br />Algarita. He also stated the real problem seems to be on Craddock Street <br />and Ranch Road 12, and eventually the City would need to address a long- <br />term solution for this area. Mr. Thomaides stated he is concerned with <br />the large number of cars and the speed through these neighborhoods. He <br />feels this intersection needs to be fixed. He also feels this diverter is <br />important and the Council might need to consider a diverter on Algarita. <br />Mr. Mihalkanin stated he feels Algarita should not have to bear the brunt <br />of the traffic due to the diverter. Me stated if the problem is on <br />Craddock and Ranch Road 12 then the City needs to find the money for a <br />turning lane. Mr. Montoya stated he feels this is an obvious problem, <br />which needs to be fixed. Mr. Taylor stated he feels a turning lane is <br />needed on Craddock and Ranch Road 12. Mr. Diaz asked if Staff felt this <br />diverter is a good solution. Mayor Habingreither stated he does not feel <br />the solution to traffic problems lies in installing a diverter. He stated <br />their needs to be a permanent solution. The Council then voted <br />unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Habingreither introduced for consideration approval of minutes of <br />the Regular Meeting held April 28, 2003 approval of minutes of the Special <br />Meeting held May 6, 2003, approval of eight Ordinances on second reading, <br />adoption of three Ordinances on third and final reading, adoption of <br />eleven Resolutions, approval of Change Order No. 2 in the amount of <br />$28,384.00 to the Contract with Texas Sterling Construction, L.P., <br />regarding the Reconstruction of Clovis Barker Road and Utility <br />Adjustments, approval of Change in Services No. 4 in the amount of <br /> <br /> <br />
