<br /> be ineligible to be or continue to be a R WRDG participant. The initial R WRDG <br /> participants shall be the initial parties to this In~erlocal Agreement exclusive of the <br /> Administrator. New RWRDG participants shall automatícally qualify as participants if <br /> they meet the criteria for membership set forth herein and execute this Interlocal <br /> Agreement. New RWRDG participants shall only be entitled to participate in acquisition <br /> of Edwards Aquifer groundwater rights and election of the Management Council <br /> following their date of enrollment. <br /> Section 2.2 Powers and Duties ofRWRDG Participants <br /> R WRDG participants shall: <br /> (a) meet in general session at least once per calendar quarter; <br /> (b) designate a single voting representative to the RWRDG; <br /> (c) by majority vote have the power to change the Administrator or Agent. If <br /> an Agent is selected other than the San Antonio Water System, the San Antonio Water <br /> System shall have the right to withdraw as a RWRDG participant from this Interiocal <br /> Agreement; <br /> (d) by majority vote of all RWRDG -participants within a class, elect the <br /> members of the Management Council within each of the classes established herein for the <br /> Management Council; <br /> (e) initially be entitled to order Edwards Aquifer groundwater rights through <br /> the RWRDG up to the amount of the difference between their proposed initial regular <br /> permit(s), or final permit(s), whichever is then applicable, as determined by the Edwards <br /> Aquifer Authority, and their historical maximum annual withdrawals as certified to the <br /> Texas Water Development Board or their historical maximum withdrawals as determined <br /> by the Edwards Aquifer Authority, whichever is greater, during the period June 1972 <br /> through May 1993; <br /> (f) provide the Administrator with orders for Edwards Aquifer groundwater <br /> rights at times and by methods to be determined by the Management Council; <br /> (g) agree that the R WRDG shall be their exclusive vehicle for acquisition of <br /> Edwards Aquifer groundwater rights and to forward all inquiries or offers extended to <br /> them for acquisition of Edwards Aquifer groundwater rights to the Agent for review (this <br /> provision shall not apply to any rights acquired by any R WRDG participant or any <br /> affiliated agency or entity prior to December 31, 1996); <br /> (h) promote water conservation within their service area; <br /> (i) pay all fees associated with the maintenance of acquired Edwards Aquifer <br /> groundwater rights after their transfer through the R WRDG; <br /> \\COSER VER\DA T A \LEGWP\PBB\ACQUlSIT\mTdg.a17.doc 2 <br />
