<br /> The citizens of the city must be provided 'y"iith appropriate guidelines and <br /> mechanisms to ensure, maint~in and protect the right of each indi"ý'idual to provide for <br /> housing for that person orthat person's family according to their O'ÿv'fI choosing. This article, <br /> in conjunction 'it'Ìth any other fair housing control tools adopted by the city, provides these <br /> guidelines and mechanisms. VVith this in mind, it is the nature, intent, and stated purpose <br /> of this article to: <br /> (1 ) Afford each indi'iidual person, through fair, orderly and lavlful procedure, an <br /> opportunity to obtain housing "without regard to that person's sex, race, color, <br /> religion or national origin. <br /> (2) Regulate the practices and policies of brok~rage services to ensure that each <br /> person is fairly, justly and la'wfully treated, represented and considered for the <br /> sale, purchase and rental of the dvy'8l1ing 'without regard to that person's sex, <br /> race, color, religion or national origin. <br /> (3) Regulate the practices and policies of financial institutions to ensure that <br /> each person is fairly, justly and la.v'v'fully treated, represented and considered <br /> in the financing of a dw"elling "ý'iithout regard to that person's sex, race, color, <br /> religion or national origin. <br /> (4) [nhance, preserve and impro"'e the quality of life "y"lithin the community. <br /> (5). Recognize the right of each person to provide for that person and that <br /> person's family a dwelling of their choosing and that denial of the right <br /> through considerations based on sex, race, color, religion or national origin <br /> constitutes an unjust denial and deprivation of that right, 'lívtlich is 'ývithin the <br /> pO'yver and the proper ability of the government to pre'tent. <br /> (6) Protect and ensure the health, safety and "yvelfare of the inhabitants of the <br /> city-. <br /> The purposes of this article are to: <br /> ( 1) provide for fair housina practices in the city: <br /> (2) create a procedure for investigating and settlina complaints of discriminatory <br /> housing practices: and <br /> (3) provide riahts and remedies for discriminatory housing practices substantially <br /> equivalent to those aranted under state and federal law. <br /> Sees. 46.029-46.050 Reserved. <br /> DIVISION 2. ADMINISTRATION <br /> Section 46.051. Administration. <br /> (a) The fair housina officer and the commission shall administer this article. <br /> (b) Rules. The commission may adopt procedural rules necessary to implement this <br /> article. <br /> (c) Complaints. The fair housina officer shall receive, investigate, seek to conciliate. <br /> and act on complaints alleaina violations of this article. The commission shall cànduct <br /> hearinas on complaints, seek conciliation of complaints, and refer appropriate complaints <br /> 3 <br />
