<br />~ . .. 49 <br /> ADDENDUM-TO <br /> DISTRIBUTION ENGINEERING CONTRACT SERVICES PROGRAM AGREEMENT <br /> This addendum between the CitY of San Marcos ("Customer") and the Lower Colorado River Authority ("LCRA") <br /> modifies the original Program Agreement executed April 25. 1995. <br /> The purpose of this addendum is to provide LCRA's assistance in helping Customer's electric distribution system to <br /> meet or exceed the Distribution Planning Criteria approved by the Association of Wholesale Customers Power <br /> Supply and Transmission Planning Committee September 8, 1992. <br /> As the electric industry progresses towards deregulation and open markets, efficiency of the distribution system will <br /> become increasingly important. LCRA desires to assist customers in operating and maintaining an efficient <br /> electrical distribution system. LCRA has special expertise in electric distribution system planning and analysis and <br /> is willing to provide this expertise to customers. <br /> CONTRACT SCOPE: <br /> LCRA shall provide the following services to Customer: <br /> 1. Verify and/or gather field infonnation needed to construct computer model of primary electric system <br /> size of all primary conductor <br /> location and operation of all switches, capacitors, and reclosers <br /> phase (A B or C) of primary lines and transformers <br /> "' <br /> 2. Prepare load-forecast taking into account: <br /> growth in customer meters by rate-class <br /> growth in summer and winter peak demand (kW) <br /> growth in annual energy (kWh) requirements <br /> planning documents available from Customer <br /> 3. Evaluate adequacy of existing system utilizing loadflow software <br /> identify overloaded line sections <br /> identify excessive line losses <br /> identify excessive voltage drop <br /> evaluate appropriateness of distribution line equipment <br /> 4. Conduct a thorough study of system improvement needs <br /> optimize system to minimize losses <br /> balance phases within circuits <br /> balance load between circuits <br /> evaluate feeder ties between existing circuits <br /> evaluate need for reconductoring <br /> evaluate substation capacity requirements <br /> examine location and operation of load-break switches <br /> examine location and size of capacitor banks for correcting power factor <br /> coordinate construction projects with pole maintenance needs <br /> size and coordinate fuses, reclosers with substation breakers <br /> 5. Recommend Capital Improvement Projects <br /> show all recommended projects on a circuit diagram <br /> assemble project cost estimates <br /> prioritize projects to achieve best benefitfcost ratios <br /> 6. Update Maps and Electric System Model as infonnation is provided by Customer <br />
