Regular Meeting <br /> <br /> 83. <br />May 28, 2003 Page 3 <br /> <br />Session at 7:20 p.m. and Mr. Taylor seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 8:23 p.m. and Ms. Narvaiz <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DECREASING THE RATE FOR COLLECTION AND DISPOSAL OF RESIDENTIAL SOLID <br />WASTE AND RECYCLABLE MATERIALS; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Habingreither closed the public hearing. <br />Mr. Mihalkanin moved for approval and Ms. Narvaiz seconded the motion. <br />Mr. O'Leary stated the new residential solid waste collection and <br />recycling rate is $14.17, which is a decrease from $14.78 a month. Mr. <br />Thomaides asked whether there would still be twice a week pickup. Mr. <br />0'Leafy stated pickup will be twice a week and residents will receive new <br />containers. The Council voted unanimously for approval of the Ordinance <br />on first reading. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING LOTS 1, 2, 3 <br />AND 4A, CHAMPIONS BUSINESS PARK, LOCATED IN THE 3300 BLOCK OF <br />INTERSTATE HIGHWAY 35 NORTH, AS "C" COMMERCIAL DISTRICT; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Habingreither closed the public hearing. <br />Ms. Narvaiz moved for adoption of this Zoning Ordinance and Mr. Thomaides <br />seconded the motion. Mr. O'Leary stated this zoning designation is <br />consistent with the City's Future Land Use Map. The Council then voted <br />unanimously for the adoption of the Zoning Ordinance. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING ARTICLE 4, STOPPING, STANDING, PARKING, OF CHAPTER 82, <br />TRAFFIC AND VEHICLES, OF THE SAN MARCOS CITY CODE, TO INCREASE FINES, <br />CLARIFY ENFORCEMENT PROCEDURES AND ADD VIOLATIONS; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br /> <br />
