88. <br />Regular Meeting May 28, 2003 Page 8 <br /> <br />Mayor Habingreither introduced for consideration Item 15 removed from the <br />consent agenda, approval of an Ordinance on second reading, the caption <br />which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY THE ADDITION OF A TRAFFIC DIVERTER ON HUGHSON <br />STREET; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR A PENALTY. <br /> <br />MS. Narvaiz moved for approval of the Ordinance on second reading and Mr. <br />Taylor seconded the motion. Mr. Thomaides stated he feels the diverter <br />does have effect on traffic calming. He also stated he feels this does <br />not solve the traffic problem. Mr. Taylor stated he hopes a left turn <br />lane will be in place in one year. Mr. O'Leary stated this diverter is not <br />permanent, but there will be some cost involved. Ms. Anderson stated <br />standby curbs with asphalt cost $10,000.00 or probably less. She also <br />stated the left turn lane is in Capital Improvement Plan and the Planning <br />and Zoning Commission approved. Mr. Taylor moved to amend the Ordinance to <br />include reviewing in one year and Mr. Mihalkanin seconded the motion, <br />which passed unanimously. The Council then voted unanimously for approval <br />of the Ordinance on second reading. <br /> <br />Mayor Habingreither introduced for consideration Item 19, removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 2, ADMINISTRATION, OF THE CITY CODE TO ADD A NEW <br />SECTION 2.045 ESTABLISHING RULES OF DECORUM FOR CITY COUNCIL <br />MEETINGS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Ms. Narvaiz moved for adoption of the Ordinance on third and final <br />reading, and Mr. Taylor seconded the motion. Mr. Mihalkanin stated he <br />feels this Ordinance should be a code for all meetings and should include <br />the Boards and Commissions. Ms. Narvaiz stated she agrees with including <br />all City Boards and Commissions. Mr. Mihalkanin moved to amend to extend <br />the rules of the decorum to include all City Boards and Commissions, and <br />Ms. Narvaiz seconded the motion, which passed unanimously. The Council <br />then voted unanimously for adoption of the Ordinance on third and final <br />reading. <br /> <br />Mayor Habingreither introduced for consideration Item 25, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN TURNER, COLLIE AND BRADEN FOR THE <br />PREPARATION OF A WATER SUPPLY MASTER PLAN; AUTHORIZING THE CITY <br /> <br /> <br />
