Regular Meeting May 28, 2003 Page 8 Mayor Habingreither introduced for consideration Item 15 removed from the consent agenda, approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF A TRAFFIC DIVERTER ON HUGHSON STREET; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR A PENALTY. MS. Narvaiz moved for approval of the Ordinance on second reading and Mr. Taylor seconded the motion. Mr. Thomaides stated he feels the diverter does have effect on traffic calming. He also stated he feels this does not solve the traffic problem. Mr. Taylor stated he hopes a left turn lane will be in place in one year. Mr. O'Leary stated this diverter is not permanent, but there will be some cost involved. Ms. Anderson stated standby curbs with asphalt cost $10,000.00 or probably less. She also stated the left turn lane is in Capital Improvement Plan and the Planning and Zoning Commission approved. Mr. Taylor moved to amend the Ordinance to include reviewing in one year and Mr. Mihalkanin seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the Ordinance on second reading. Mayor Habingreither introduced for consideration Item 19, removed from the consent agenda, adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2, ADMINISTRATION, OF THE CITY CODE TO ADD A NEW SECTION 2.045 ESTABLISHING RULES OF DECORUM FOR CITY COUNCIL MEETINGS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Ms. Narvaiz moved for adoption of the Ordinance on third and final reading, and Mr. Taylor seconded the motion. Mr. Mihalkanin stated he feels this Ordinance should be a code for all meetings and should include the Boards and Commissions. Ms. Narvaiz stated she agrees with including all City Boards and Commissions. Mr. Mihalkanin moved to amend to extend the rules of the decorum to include all City Boards and Commissions, and Ms. Narvaiz seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Ordinance on third and final reading.
