Mr. Thomaides <br />inquired to whether a citizen would be allowed to provide an invocation. <br />Mayor Narvaiz stated an individual can be designated to maintain a <br />calendar, and any citizen wanting to provide the invocation can be contact <br />that person. On roll call for adoption of Ordinance on emergency, the <br />following vote was recorded: <br />AYE: Thomaides, Couch, Bose, Narvaiz and Robertson. <br />NAY: Guerrero. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced for consideration the reconsideration of adoption <br />of a Zoning Ordinance. The Council choice not to reconsider the Zoning <br />Ordinance, the caption reads as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY, FROM <br />"LDR" LOW DENSITY RESIDENTIAL, "C" COMMERCIAL, "P" PUBLIC AND <br />INSTITUTIONAL, AND "I" INDUSTRIAL TO "MU" MIXED USE FOR A 575.137 <br />ACRE, MORE OR LESS, TRACT OF PROPERTY OUT OF THE WILLIAM WARD SURVEY <br />NUMBER 3 AND THE J.W. WILLIAMS SURVEY NUMBER 11 FORMALLY KNOWN AS THE <br />BLANCO VISTA SUBDIVISION; AMENDING THE OFFICIAL ZONING MAP OF THE CITY <br />BY REZONING THIS TRACT FROM "PH -ZL" PATIO HOME -ZERO LOT LINE DISTRICT, <br />"SF -6" SINGLE FAMILY RESIDENTIAL DISTRICT, "P" PUBLIC AND <br />INSTITUTIONAL DISTRICT, "NC" NEIGHBORHOOD COMMERCIAL DISTRICT, AND <br />"FD" FUTURE DEVELOPMENT, TO "MU" MIXED USE DISTRICT, INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Narvaiz introduced a discussion regarding construction bid and <br />funding for the Animal Shelter and direction to Staff. Mr. O'Leary stated <br />the construction bid for the Animal Shelter came in at an amount greater <br />than was anticipated. He stated the City entered into a contract with the <br />City of Kyle and Hays County for services. He stated the contact does not <br />allow the City to request additional funding. He stated the additional <br />funds needed, can be added to the CO to borrow the money or go back out for <br />bids. Mayor Narvaiz inquired to the Staff recommendation. Mr. O'Leary <br />stated he feels the additional funds needed should be added to the CO, go <br />back to the City of Kyle and Hays County and explain the situation and <br />request additional funds. Mr. Thomaides stated bids coming in higher due <br />to the raising cost of materials. Mark Brinkley, Director of Health <br />Department, stated the City of Kyle provides $445,831.00 and Hays County <br />$668,747.00. The Council agreed by consensus to add the additional funding <br />needs to the CO and request help for the City of Kyle and Hays County. <br />
