Regular Meeting April 17, 2007 Page 11 Mayor Narvaiz introduced a public hearing and consideration of adoption Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAROCS, TEXAS, APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM "VLDR" VERY LOW DENSITY RESIDENTIAL TO "P" PUBLIC AND INSTITUTIONAL, FOR A 76.06 ACRE, MORE OR LESS, TRACT OF LAND LOCATED AT 325 MCCARTY LANE; FOR AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING THIS TRACT FROM "FD" FUTURE DEVELOPMENT DISTRICT TO "P" PUBLIC AND INSTITUTIONAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. Guerrero moved for adoption of the Zoning Ordinance, and Ms. Robertson seconded the motion, which passed unanimously. Mayor Narvaiz introduced a public hearing and consideration of adoption Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 1.105 ACRE, MORE OR LESS, TRACT OF LAND LOCATED AT 2101 HIGHWAY 123 FROM "FD" FUTURE DEVELOPMENT DISTRICT TO "GC" GENERAL COMMERCIAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Ms. Robertson moved for adoption of the Zoning Ordinance, and Mr. Guerrero seconded the motion. Mr. O'Leary stated the Planning and Zoning Commission approved this Zoning request seven to zero. The Council then voted unanimously for the adoption of the Zoning Ordinance. Mayor Narvaiz introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.042 OF THE CITY CODE TO CHANGE THE ORDER OF BUSINESS FOR REGULAR CITY COUNCIL MEETINGS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. Mr. Guerrero moved for adoption of the Ordinance on emergency, and Ms. Couch seconded the motion. Mr. O'Leary stated the removal of City Council direction on future agenda items, was a request from the Visioning Workshop. He stated the Ministerial Alliance has requested that the City Council add an invocation to the beginning of each meeting. The Alliance will staff this, rotating among their various members, ensuring that the invocation is open to all whom may wish to participate.
