Sector Two <br />SECTOR TWO <br />Chapter 4 - Action Plan <br />Chapter 4 — Action Plan <br />Introduction <br />After developing the plan for the future of Sector Two, an action plan was created to <br />achieve it. The Sector Two Action Plan is a set of specific implementation actions that <br />will turn the Sector Two Future Land Use Plan into a reality. <br />Implementation Actions <br />Plan Adoption & Amendment <br />♦ The City formally adopts this Sector Two Plan as an element of the Horizons Master <br />Plan. <br />♦ The City will review the Sector Two Plan periodically to ensure that it remains <br />current and relevant to changing conditions in the community. <br />♦ The City will implement the Sector Two Future Land Use Plan as development <br />occurs. <br />Regulation <br />Zoning <br />Zoning regulations control the location, type, intensity, character, and design of <br />development on individual properties. The Zoning Ordinance is the most important and <br />most cost effective means of implementing the recommendations of this plan. <br />♦ City Staff will, when authorized by the City Council or the Planning and Zoning <br />Commission, prepare city- initiated zoning cases to resolve conflicts between the <br />future land use map and the existing zoning map. <br />♦ The following changes to the Zoning Ordinance are recommended to adequately <br />implement the recommendations of this plan: <br />• Neighborhood Commercial District - modify the current Limited Business <br />District to ensure that new "neighborhood commercial" development (as <br />described in the Future Land Use Plan section) is compatible with surrounding <br />residential neighborhoods by limiting development to small - scale, low intensity <br />uses, requiring residential building materials and architecture, accommodating <br />local pedestrian and bicycle traffic through appropriate site design, and <br />encouraging parking to the side or rear of the building(s). <br />• Community Commercial District — modify the existing Commercial District to <br />ensure high - quality community shopping centers with requirements for quality <br />building materials, generous landscaping, limited signage, limited outdoor <br />storage, screening of loading areas, outdoor storage, garbage containers, and <br />mechanical equipment. Allowed uses will be generally the same as in the <br />Adopted: July 23, 2001 4 <br />
