Sector Two <br />Chapter 4 - Action Plan <br />`General Commercial' District, with the distinction being in the character and <br />quality of development. However, certain uses may not be allowed if they are <br />determined to be out of character for the area. <br />• General Commercial District — create a new commercial district to provide areas <br />for moderate - quality commercial activity that is generally auto - oriented and not <br />compatible with directly adjacent neighborhoods (no uses in this category are <br />planned for Sector Two). <br />• Heavy Commercial District — existing commercial district for higher intensity <br />commercial uses, such as mini - warehouses, motor vehicle repair, equipment rental <br />or repair, or other intensive uses that often require large outdoor storage areas; <br />uses in his district are not generally compatible with neighborhoods or retail - <br />oriented shopping areas (no uses in this category are planned for Sector Two). <br />• Office- Professional — create a new zoning district to ensure that areas designated <br />for low impact office and professional uses will not allow higher impact retail and <br />other commercial uses. <br />• Adopt zoning changes to fully implement the recommendations of the Community <br />Character section of this plan addressing neighborhood protection and <br />preservation and enhancement of the visual character of the Sector. <br />• Adopt zoning changes to ensure that new development provides better <br />accommodation for pedestrians, bicyclists, and transit users in order to adequately <br />and safely serve non - automobile transportation needs <br />• The City will evaluate a program for amortizing non - conforming uses. <br />Many of the land use recommendations of this plan, particularly in the commercial and <br />mixed use areas, are dependent upon the successful implementation of the zoning <br />changes described. Until these zoning changes are in place, care should be taken when <br />rezoning properties to ensure that proposed development will be consistent with this <br />plan. Development proposed prior to these zoning changes should occur through the <br />Planned Development District provisions. <br />Other Plans and Studies <br />• The City will prepare other detailed plans and studies as needed to evaluate the need <br />for additional improvements regarding: <br />• Transportation <br />• Drainage <br />Adopted: July 23, 2001 4 -2 <br />
