What exactly do you mean by `Neighborhood Commercial'? <br />`Neighborhood Commercial' areas are designed to be compatible with, and mainly serve <br />the needs of, nearby residential areas. They are characterized by small -scale commercial <br />and office uses that are typically limited in size and do not attract large amounts of <br />traffic. This type of development is pedestrian- oriented, with secondary consideration for <br />automobile parking and access. Compatibility with surrounding neighborhoods is <br />ensured through design guidelines that address: <br />• residential building scale and appearance <br />• high quality building materials (e.g., no metal or concrete block buildings) <br />• limited signage and reduced lighting <br />• generous landscaping requirements <br />• bicycle and pedestrian friendly site design <br />How will new commercial development impact my property values? <br />While there are no guarantees with property values, the Sector Two Plan encourages <br />high - quality, attractive commercial development that will enhance, rather than detract <br />from, the community and adjacent neighborhoods. Zoning ordinance changes are <br />recommended that ensure that the negative impacts of commercial development are <br />minimized or mitigated. <br />How can we guarantee that new commercial development will follow the <br />recommendations of this plan before the recommended zoning changes are in place? <br />Many of the land use recommendations of this plan, particularly in the commercial and <br />mixed use areas, are dependent upon the successful implementation of the zoning <br />changes described in the plan. Until these zoning changes are in place, care should be <br />taken when rezoning properties to ensure that proposed development will be consistent <br />with this plan. Ideally, development proposed prior to these zoning changes would occur <br />through the Planned Development District provisions. <br />How does the Plan address parks and greenspace? <br />The Sector Two Plan shows the future park land within the Bishops Crossing subdivision <br />(now called Franklin Square), as well as additional greenspace land that the City is <br />currently negotiating to purchase located southwest of Prospect Preserve. Also all new <br />residential development within the Sector must dedicate park land per the requirements of <br />the City's subdivision ordinance. Additional parks and greenspaces are planned for the <br />lands south and west of Sector Two, which are part of the Wonder World Drive Planning <br />Area. Finally, more detailed park and open space planning is being done by the Parks <br />and Recreation Department as part of the preparation of a citywide Parks Master Plan. <br />City Council Meeting (June 25, 2001) <br />
