Sector One Chapter 3 - Tomorrow <br />Detailed Planning Areas <br />Planning Area 1: Existing Neighborhoods <br />Description: <br />The existing neighborhood area includes everything in Sector One north of Purgatory <br />Creek. This area has been divided into three general planning areas: the existing <br />traditional neighborhood and two mixed use neighborhoods (see Map 7). The general <br />goal for these planning areas is to preserve the traditional and historic character of <br />development. Sector One stakeholders want to preserve the traditional neighborhood <br />character of the whole area, beyond the relatively narrow substantive and geographic <br />scope of the historic district protections, for the purpose of encouraging neighborhood <br />stability and maintaining property values by encouraging appropriate infill development <br />and redevelopment in the existing neighborhoods. <br />Recommendations: <br />• Traditional Neighborhoods: Within the existing neighborhoods (excluding the area <br />bounded by Burleson on the northwest, Scott and Jackman on the southwest, MLK on <br />the southeast, and the Sector boundary on the northeast), only single - family- restricted <br />development should be allowed. Generally, the single - family detached home is and <br />should be the predominant form of development in this area, except where noted on <br />the Future Land Use Map. In addition, accessory apartments (i.e., "granny flats ") <br />should be allowed, but should be limited in size and impacts to neighboring <br />properties. <br />• Mixed Use Neighborhoods: These areas, shown on Map 7, generally have a variety <br />of housing densities and types, including single - family homes, duplexes, and small <br />apartment buildings. These areas are intended to be preserved as predominantly <br />single - family areas. In general, the development currently on a tract should serve as <br />the future land use, although improvements and redevelopment are encouraged. <br />Proposed zoning changes to a higher density district can be considered on a case -by- <br />case basis and should be reviewed based on the surrounding uses and potential <br />impacts to the surrounding neighborhood, including noise, traffic, etc. <br />Design Standards and Guidelines <br />Infill development and redevelopment within the existing neighborhoods should <br />respect the site design and building forms already established in the neighborhoods, <br />particularly in relationship to the development pattern in the vicinity.
