City staff should work with the Economic Development Council, the Chamber of <br />Commerce, and the development community to seek a developer for ahigh- quality <br />mixed use neighborhood development on the Carson tract, which could include the <br />following development incentives: <br />1) Density bonus: higher density housing could be allowed on this site if developed <br />according to the principles of Traditional Neighborhood Design (TND). <br />2) TIF District: a tax increment finance district could be created to provide funding <br />for additional upfront development costs necessary for this type of development <br />(in order to be financially feasible, this should only be an option for a mixed use <br />development containing significant integrated commercial development). <br />Adopted: September 13, 2004 4 -3 <br />
