Sector One <br />Chapter 4 - Action Plan <br />require large outdoor storage areas), Office - Professional (low impact office <br />and professional uses), and Mixed Use (mixture of pedestrian- oriented <br />neighborhood commercial and residential uses). <br />2) Adopt zoning changes to fully implement the recommendations of the <br />Community Character section of this plan addressing neighborhood protection <br />and preservation and enhancement of the visual character of the Sector. <br />3) Adopt zoning changes to ensure that new development provides better <br />accommodation for pedestrians, bicyclists, and transit users in order to <br />adequately and safely serve non - automobile transportation needs. <br />4) Implement overlay districts to ensure adequate building and site design within <br />existing neighborhoods (Neighborhood Overlay District) and the Wonder <br />World Drive corridor (Wonder World Drive Overlay District). <br />5) Implement a design review process through the Planning and Zoning <br />Commission that would include compliance with mandatory Design <br />Standards and voluntary Design Guidelines (see the Design Standards and <br />Guidelines in the appendix). <br />6) Allow accessory apartments within all residential districts as long as certain <br />standards are met (adequate parking, special minimum lot size and setback <br />requirements, maximum apartment size, and buffering requirements). <br />Specific standards should be developed by staff and incorporated into the <br />Land Development Code. <br />Many of the land use recommendations of this plan, particularly in the commercial and <br />mixed use areas, are dependent upon the successful implementation of the zoning <br />changes described, including the overlay districts. Until these zoning changes are in <br />place, care should be taken when rezoning properties to ensure that proposed <br />development will be consistent with this plan. Substantial development projects proposed <br />prior to these zoning changes should ideally occur using the Planned Development <br />District provisions. <br />3. Actions <br />A. Strengthen enforcement of zoning violations in order to ensure the effectiveness of <br />the measures recommended in the plan that are intended to protect the character of <br />the existing neighborhoods and ensure high quality new development. <br />B. Develop the Purgatory Creek Trail through a combination of developer dedications <br />and city acquisition and construction. <br />C. Implement the recommendations of the Transportation Master Plan through the CIP <br />process. <br />D. Enhance the maintenance of roadway striping, particularly at crosswalks and <br />intersections, for pedestrian safety. <br />E. Ensure that adequate pedestrian accommodations are implemented for all new and <br />reconstructed road projects (e.g., crosswalks, pedestrian signals, etc.). <br />F. Implement the "Sidewalk District" recommendations in the Transportation Master <br />Plan in Sector One. Sidewalk construction and repairs should focus on the streets <br />identified in this plan. <br />Adopted: September 13, 2004 4 -2 <br />
